- This is a combined synopsis/solicitation for commercial "Brand Name or Equal" requirement prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotations (RFQ), solicitation number FE700091610035, in accordance with FAR Parts 12 & 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33, Effective 15 Jul 2009.The National Acquisition Industrial Classification Standard Code (NAICS) proposed is 334516, Analytical Laboratory Instrument Manufacturing. This solicitation is being posted as unrestricted, however, small business concerns are encouraged to participate. The USAF Academy Chemistry Department has a requirement for a Carl Zeiss Microimaging Inc. model Discovery V12 Stereo Microscope System or equal product to perform research. The microscope is a key piece of analytical equipment used for the techniques of searching for, evaluating, sizing and mounting single crystals on a goniometer head for single crystal X-Ray analysis. The microscope will allow the user to (1) select a crystal from a large sample of possible crystals, (2) use polarized light to distinguish crystalline material, and (3) manipulate, size and mount the chosen crystal under appropriate magnification. These techniques are important steps towards successful data collection and are demonstrated to groups of cadets. This microscope will allow an instructor to demonstrate and train a group of six to twelve cadets simultaneously. It has a high speed digital camera, a large monitor, and the capability to project the search, evaluation, cutting and mounting processes on a screen, reducing the need for an instructor to repeat the technique multiple times for individuals or small groups. Ensuring cadets are exposed to this type of analytical technique is vital to publishing quality papers and creating cutting edge USAF scientists/. This system would primarily support CHEM 445 Advanced Laboratory Techniques (15 to 20 cadets/year), CHEM 499 Independent Chemical Research (10 to 20 cadets/year) and the Chemistry Research Center. Vendors are requested to provide quotes on this product or one that is equal in terms of technical ability and versatility: a. All the essential functions of the stereo microscope are integrated in one place, enabling safe and efficient one handed control of the system so that you never have to look away from the specimen. The main window of System Control Panel displays information on the important, current optical data relating to the stereo microscope, such as: total magnification, visible object field, maximum possible resolution, depth of field, additional settings relating to the basic instrument and illumination are displayed in the status window. This capability is a must to allow inexperienced cadet uses to sit down and operate this microscope with very little training. q.
