- Naval Undersea Warfare Center, Division Keyport intends to issue a solicitation for the following non-commercial supply: For the MK 54 Recoverable Exercise Torpedo (REXTORP). The REXTORP will be manufactured in accordance with drawing 7607831 and the associated sub-assembly documentation. The Fire Control Assembly, drawing 7607842 will not be included as a requirement. This requirement is for CLIN 0001: Preproduction, REXTORP for a quantity of one (1) in accordance with drawing 7607831; CLIN 0002: Production REXTORP, in accordance with drawing 7607831 for a quantity of 39-85. CLIN 0003: Material Certifications; CLIN 0004: Radiographic films for Forebody casting; CLIN 0005: Welding Procedures and welding certifications IAW ANSI/AWS D1.2; CLIN 0006: Option Year One (1) Production REXTORP, in accordance with drawing 7607831 for a quantity of 39-85; CLIN 0007: Option Year Two (2) Production REXTORP, in accordance with drawing 7607831, for a quantity of 39-85; CLIN 0008: ! Option Year Three (3) Production REXTORP, in accordance with drawing 7607831 for a quantity of 39-85. Offers will be evaluated on the basis of best value to the Government; that is, selection of the contractor is to be based on other than the lowest price, technically acceptable offer. The solicitation number for this requirement when issued will be N00253-09-R-0027. It is anticipated that the resultant contract will be firm-fixed price contract. The applicable NAICS code for this requirement is 332993 with a small business standard of 1,500. The procurement will be solicited as a 100% total Small Business Set-Aside. Offers shall be FOB Destination to NUWC Keyport, WA 98345-7610. Drawings Referenced in this Solicitation are restricted by the Arms Export Control Act and are ONLY available to vendor's/contractor's appointed data custodian that are registered with DLIS (Defense Logistics Info Svc Joint Certification Program (JCP). Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/. Restricted Drawings and Technical Information are available through FedBizzops as an attachment to this solicitation. It is anticipated that the solicitation will be available for download on or around 12 August 2009. The closing date of the solicitation will be 11 September 2009, unless a later date is specified in the solicitation. The RFP will be posted on the Navy Electronic Commerce Online (NECO) web link at https://www.neco.navy.mil and will also be available for download at http://www.fedbizopps.gov/. Offerors wishing to submit an offer are responsible for downloading their own copy of the RFP from these websites and to frequently monitor the sites for any amendments to the RFP. A bidders list will not be maintained by this office, no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and associated amendments prior to the date and time set for receipt of proposal may render a vendors offer non-responsive and result in rejection of the same.
