Description
The Land Between The Lakes, NRA intends to solicit and negotiate with only one source, Atlas Alarm System and Technology, Inc., 408 Newman Drive, Eddyville, KY 42038. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will be a firm-fixed price (FF) award for one year and four option years. The NAICS code for this procurement 561621 and the small business size standard is $6.5M in revenues. This sole source requirement will be procured under Other Than Full and Open Competition procedures and awarded on an unrestricted basis. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer not later than August 14, 2009 at 4 p.m. CST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government subject to availability of funds. If no responses are received, the Government will proceed with the sole source negotiation with Atlas Alarm System and Technology, Inc. Award will be regarding this solicitation should be directed to Margie A. Mitchell at 270/924-2005; mamitchell@fs.fed.us or fax 270/924-2086. Scope of Work for Alarm System Six existing systems will be maintained to monitor remotely and two other existing systems will be maintained to alarm locally but will not be monitored remotely. I. Provide monitoring, maintenance, and repairs of smoke detectors, motion sensors, fire alarms, and panic buttons using the existing DSC brand 2550 Model control panels at the following facilities: A. Administration Building B. Law Enforcement Office C. North Welcome Station D. South Welcome Station E. Golden Pond Visitor Center These five sites will be monitored and the monitoring company will immediately report incidents to telephone numbers provided by the Forest Service. The monitoring company will provide to the Forest Service a password to be used in case of accidental triggering of the systems. Contractor will maintain a log of each incident they register. The proposed log will document date and time of incident, location of incident, zone incident occurred in and time contacts were made. Logs will be provided to the Contracting Officer Representative (COR) quarterly. Tests will be performed bi-annually of all components of the operating systems at the five sites to insure that they are operational. These tests will be documented and reported to the Forest Service. One test will be performed the first week in March and the second one in October. II. Provide monitoring and maintenance of smoke detectors and fire alarms using the existing DSC brand 2550 Model control panels at Brandon Spring Group Camp. Contractor will connect the existing Silent King Model SKS208 control panel to the phone system to facilitate monitoring. Tests will be performed bi-annually of all components of the operating systems at the five sites to insure that they are operational. These tests will be documented and reported to the Forest Service. One test will be performed the first week in March and the second one in October. III. Contractor will provide maintenance and repair of two sites that will sound an audible alarm when triggered with an exterior horn, but is not externally monitored and is connected into an existing control panel at the following facilities: A. Nature Station B. Homeplace-1850 Tests will be performed bi-annually of all components of the operating systems at the two sites to insure that they are operational. These tests will be documented and reported to the Forest Service. One test will be performed the first week in March and the second one in October. IV. Service Calls – Contractor will provide an hourly rate to repair broken equipment. The Contractor will be compensated for that call based upon the hours worked. Contractor will be compensated for materials based upon receipts presented and approved by the Forest Service. Contractor will maintain a log of maintenance calls and assign a tracking number to each call. Contractor will respond the next business day to any maintenance calls.
