Description
NASA/ARC has a requirement for restoring captured analog data from Ampex FR-900tape drives.The purpose of this requirement is to compare new high resolution photographs of thelunar surface with +40 year old images. With the launch of the Lunar ReconnaissanceOrbiter (LRO), NASA will have new high resolution photographs of the lunar surface tocompare with +40 year old images of the Moon. In the late 1960s, NASA sent five (5)Lunar Orbiter missions to photograph the surface of the moon and gain a betterunderstanding of the lunar environment in advance of the Apollo program. Data wererecorded on large magnetic tapes and transferred to photographic film for scientificanalysis. NASA can compare these +40 year old images of the Moon with new LRO todetermine how quickly the Moon's surface is changing. The tapes, to be read, wereproduced by NASA from August 1966 through August 1967 by the Lunar Orbiter Program. These tapes were recorded on the Ampex FR-900 instrumentation tape drive, drivesidentical to the ones in possession of Skycorp. These tapes cannot be read on commercial2" video tape machines due to the unique design of the government procuredinstrumentation tape drives. NASA/ARC intends to purchase the services from Skycorp Incorporated located inHuntsville, AL. Skycorp Incorporated has proven their ability through their developmentof a proprietary method of rapidly restoring captured analog data from the Ampex FR-900tape drive that quickly provides results to insure the quality of the tape data. AmpexCorporation manufactured the FR-900 instrumentation tape drive exclusively for thefederal government from 1964-1972. These drives were sold as surplus in 1987 andobtained by a joint venture of Skycorp Incorporated and Spaceref Interactive in 2007. The Federal Stock Number for these tape drives is 5895004944379. There are no knownexamples of the demodulator originally used to recover the data from the lunar orbitertapes.Due to the unique design of the Ampex FR-900, the data was recorded before thedata was demodulated (reconstructed in analog form from the radio frequency datatransmitted by the spacecraft and received by NASA). Skycorp Incorporated engineers havereconstituted the demodulator and have successfully tested it on a large statisticalsample of tapes.The period of performance will be from Sept 1, 2009 through June 30, 2010.The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 4, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
