Description
SPLUNK Enterprise Perpetual, 40 GB/Day and Support THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. FAR PART 13, SIMPLIFIED ACQUISITION PROCEDURES, ARE UTILIZED IN THIS PROCUEREMENT. THIS ANNOUCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEIGN REQUESTED, AND A WRITTEN SOLICITATION DOCUMENTS WILL NOT BE ISSUED. This solicitation is a request for quotation (RFQ). The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-35. The associated North American Industrial Classification System (NAICS) code for this procurement is 511210 with a size standard of $25 million. This acquisition cannot be set aside for small business because there is no SBA waiver to the non-manufacture rule for NAICS code 511210. This requirement is being competed on a competitive basis among responsible Splunk authorized resellers or business partners. APPLICABLE PROVISIONS AND CLAUSES: The Following FAR provisions and clauses apply to this solicitation: 52.212-1 52.212-3 52.212-4 52.212-5, including 52.222-50, 52.233-3 and 52.233-4 in paragraph (a) (1) and the following fill-ins in paragraph (b): 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, and 52.232-33 The following Section 508 standards apply to this acquisition (see www.section508.gov for more information): Section 1194.21 Software Applications and Operating Systems]\ Section 1194.22 Web-based internet information and applications Section 1194.31 Functional Performance Criteria Section 1194.41 Information, documentation, and support Brand Name Justification: The NIST Office of the Chief Information Officer Enterprise Systems Division is seeking to expand a 5GB per day perpetual license for Splunk to a total of 45 GB per day license to expand log management capabilities. Based on NIST market research, Splunk is the only solution that meets all of the diverse needs of NIST providing log management and search capabilities for Linux, Windows, Sun and AIX systems as well as Active Directory, Exchange 2007, web logs, while at the same time providing valuable performance monitoring capabilities. All interested Splunk authorized offerors shall provide a quote for the following line items: •Splunk Enterprise Perpetual, 40 GB/day(3 Support contacts QTY: 1; Unit: Each •Splunk Enterprise Support QTY: 1; Unit: Each ADDENDUM TO PROVISION 52.212-1 - QUOTATION SUBMISSION INSTRUCTIONS This addendum replaces applicable paragraphs in provision 52.212-1. (b) Submission of quotations. Submit signed and dated quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotations may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotations must include— (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) FOB Destination – based on firm-fixed-price for each line item and any discount terms for those prices; (4) Evidence that the offeror is authorized by Splunk to provide the required Splunk License and enterprise support (5) Acknowledgment of Solicitation Amendments, if any; and (6) If the quotation is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. All quotes shall be submitted by email directly to Ricardo.cordero@nist.gov. Faxed quotes will be not be accepted. EVALUATION FACTORS FOR AWARD The government will intends to award a purchase order to the responsible Splunk authorized offeror whose technically acceptable quotation represents the lowest price.
