- Description: The U.S. Army, Office of the Project Manager, ManeuverAmmunition Systems, Picatinny, NJ is seeking sources for the manufacture anddelivery of 5.56mm, M995 Armor Piercing (AP) (AB33) and 7.62mm, M993 AP (AB34)Cartridges. These cartridges shall provide enhanced penetration capabilities gainst lightly armored vehicles. The 5.56mm AP cartridges will be used in theM16A2 Rifle, M249 SAW machine gun, and the M4 Carbine. The 7.62mm, M993 willbe used in the M240/M240B and the M24 Sniper Rifle. These items will beprocured in accordance with the US Government performance specifications forthe M995 and M993. Specifications: Only those sources with AP cartridge designs that fullyconform to all the requirements of the Design Verification section of the performance specification(s) shall be considered for award. Interested sourceswithout a previously verified design will be responsible to verify theircartridge design in accordance with the performance specification at their own expense. Upon completion of any design verification testing, the governmentshall review the results and will determine if the design has met the requirements and if it was tested in compliance with the specification. Basedon this evaluation, the government will determine if the design can be considered verified or not. Only those designs determined to be verified bythe government will be eligible for award. In order to be eligible for award,all verification efforts shall be complete and results approved by the government prior to the close of any solicitation. Copies of the M995 and M993performance specification are available upon request (contact information isgiven below). Planned Acquisition: A five (5) year (FY11-FY15) Indefinite Delivery/Indefinite Quantity (IDIQ) contract is contemplated for this effort. The estimated quantity for both the M995 and M993 is 0 10M each per FiscalYear. Submission Information: All responsible interested sources are encouraged tosubmit their capabilities along with M995 and M993 verification status withregard to the above, no later than 30 days from the initial publication ofthis notice to: Commander, U.S. Army _ATTN:_Bradley Borek_______, Bldg. 10Picatinny Arsenal, NJ 07806-5000 or at bradley.borek@us.army.mil. Pleaseinclude company name, address, telephone number, and technical point ofcontact, brochures/literature. Firms interested in supplying the APammunition should adequately describe their experience in small caliber production and testing, systems contracting, demonstrated high rate production, annual production capacity, and verification status of theirproposed design. Those sources not having previously verified designs shouldalso submit a rough outline of their plans and schedule to verify their designand shall submit any backup data to support claims that their design willconform to the performance specification requirements. Those contractorsinterested in the system integrator aspect of this announcement shall provideall pertinent information related to the ability to execute the effort. Firmsshall provide verification status of the AP ammunition cartridges that will besupplied under this contract. Past experience and abilities of the supplier ofthe identified tracer ammunition and links shall be demonstrated. In addition,the ability and past experience related to acting as a prime contractor toprocure, assemble, package and ship the necessary components shall beprovided.
