Description
This is a combined synopsis/solicitation for a commercial item in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. However, the scope of work will be attached to an SF-1442. Request for Quote (RFQ) Q9512090010 is a combined synopsis/solicitation for a commercial item. This combined synopsis/solicitation is issued as an RFQ. Submit written offers only. FAX OR ELECTRONIC COMMERCE OFFERS WILL NOT BE ACCEPTED. This proposed procurement is 100% set-aside for small business. The North American Industry Classification System code is 332312 with a small business size standard of 500 employees. This solicitation will result in the award of a firm-fixed price contract. The National Park Service has a requirement to design, manufacture, and deliver a steel truss pedestrian bridge to Olympic National Park, Quinalt District, Washington. The offeror is responsible for all inspection and quality control assurances of the manufactured bridge. This solicitation incorporates provisions and clauses of those that are in effect through Federal Acquisition Circular 2005-35. It is the contractors responsibility to be familiar with applicable clauses and provisions. The following FAR clauses are applicable to this acquisition and can be accessed through the internet at: http://www.arnet.gov/far 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2 Evaluation-Commercial Items; 52.212-3 Offeror Representations and Certifications-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The following FAR clauses contained within FAR clause 52.212-5 are applicable to this combined synopsis/solicitation: 52.222-3 Convict Labor; 52.222-19 Child Labor Cooperation with Authorities and Remedies; 52.222-21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity; 52.225-1 Buy American Act-Supplies; 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. All responsible sources may submit an offer which, if received on time, will be considered. The following factors will be used to evaluate offers and this information must be included with your proposal to be considered:a) Price which includes the design, fabrication, packing, and delivery of the bridge.b) List of similar bridges over the previous three years.c) Proposed delivery of the design documents for review following the issuance of the Notice of Award.d) Proposed delivery schedule of the structure to the delivery site following date of approval of the design documents.All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. CLIN 0001, 1 each: 6-foot wide x 95-foot long weathering tubular open "poney" steel truss pedestrian bridge per the scope of work. Offers are due on August 25, 2009 by 4:30pm PDT. Submit offers to the attention of Philip Cuevas, Nez Perce National Historical Park, 39063 U.S. Highway 95, Lapwai, ID. 83540 or if mailed, use P.O. Box 1000 instead of the street address.
