- NASA/GSFC has a requirement for hardware and software support of the AtmosphericLidar for Validation, Interagency Collaboration and Education (ALVICE). ALVICE is amobile lidar system to monitor the evolution of atmospheric water vapor and otherparameters as a component of the NASA Atmospheric Composition Program. This systeminvolves custom hardware and software. The following services are required for support ofthe ALVICE lidar system over the next 18 months.1. Operate the ALVICE lidar system for 120 data acquisition sessions and perform periodictests on ALVICE data acquisition software and hardware. 2. Repair/update any components found defective. 3. Provide engineering support in advance of and during the MOHAVE-2009 field campaignin Table Mountain California in October, 20094. Provide engineering support in advance of and during the deployment of the ALVICElidar system to a field site near Toronto, Canada in March 2010. NASA/GSFC intends to purchase the items from Ecotronics Ventures LLC because many of thehardware and software components of the current ALVICE system were developed byEcotronics, LLC as custom modifications to the system, and no other vendor has requisiteexperience to fulfill this contract. Ecotronics LLC is the only vendor of this equipmentand therefore is the only vendor who can provide this service.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 6, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
