Description
This is a notice of intent from the Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, is requiring a contract to support the Atlantic Test Range, Aircraft Signature and Avionics Measurement Branch, Code 5.2.4.2 to procure the following items: 1) A 10 ft-parabolic reflector antenna, equipped with mounting provisions (for mounting the reflector to a pedestal) and lift ring(s). 2) A 2.0-4.0 GHz feed antenna assembly. 3) An 8.0-12.4 GHz feed antenna assembly. 4) A dichroic sub-reflector from Cobham Defense Electronic Systems. This is planned to be a sole source requirement with Cobham Defense Electronic Systems, 58 Main St, Bolton, MA., under the authority of FAR 6.302-1. Cobham Defense Electronic Systems is the only known company that has readily available products completely interchangeable with the existing modules and that meets or exceeds the Government’s requirements. These items shall be procured using a firm fixed price contract. This notice of intent is not a request for competitive quotes offering alternate equipment. However, interested parties may submit a capabilities statement in which they identify their interest and capability. All capabilities statements received by 2:30 Eastern Standard Time, 12 August 2009, will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc., in order for the Government to make an adequate technical assessment of the capabilities of the alternate equipment. The Government reserves the right to process the procurement on a sole source basis for the equipment based upon the responses received. The Government will not pay for any information received.
