Description
Naval Air Systems Command intends to award a sole source firm fixed price contract with a base year and one (1) option year to BAE Systems, Nashua, NH for Low Rate Initial Production (LRIP) for the ALE-55, Fiber Optic Towed Device Rounds (FOTD) and CV-4334, Electronic Frequency Converters (EFC), hereafter referred to as the ALE-55 Subsystem. Base year LRIP quantities consist of approximately 563 FOTD and approximately 68 EFC. A one-year full rate production option is contemplated for approximately 320 FOTD and approximately 49 EFC. The procurement will require the contractor to accomplish recurring and non-recurring engineering efforts in order to fabricate, assemble, test and deliver the component hardware of the ALE-55 Subsystem and integrate the ALE-55 Subsystem into the Integrated Defensive Electronic Countermeasures (IDECM) System. As BAE Systems is the original designer, developer and manufacturer of the IDECM System, they are the only qualified source with the requisite knowledge of the associated design requirements and tradeoffs that can perform this effort while maintaining commonality with the IDECM System. A technical data package suitable for competition does not exist for these requirements and to attempt to develop such a package could result in unacceptable delays in fulfilling the Navy’s requirements.
