Description
NAICS Code: 334516 The US EPA/OCEFT National Enforcement Investigations Center (NEIC), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to AGS Scientific, Inc. (Nippon Instruments NorthAmerica) of College Station, TX for a Model RA-3420 Mercury Analyzer, installation, training, manufacturer's warranty and shipping and handling. The justification is as follows. AGS Scientific, Inc. is the distributor of Nippon Instruments in the United States. The Nippon Instruments RA-3420 Mercury Analyzer is the only mercury analyzer available that will allow an extreme reduction in chemical use and the leftover waste, in compressed gas use and in analysis time. Cross-contamination of samples is also decreased. Only small amounts of sample and reagents are needed for the instrument-combined digestion and analysis. Furthermore, all of the combined sample digestion and analysis can be completed in one day with the RA-3420. All other mercury analyzers on the market require an initial digestion of samples, a time-consuming task that requires more reagents and sample than would be consumed by the instrument during the mercury analysis step. This traditional method of mercury analysis generates nearly five liters of waste for an average fifteen sample analysis. It also requires compressed gas use during the analysis which would require additional expense to the government for that gas. Furthermore, the process of the separate sample digestion and analysis takes a minimum of two days in the laboratory. However, the new technology employed by the RA-3420 Mercury Analyzer reduces waste to less than fifteen milliliters per sample analyzed. From an average fifteen sample analysis, the waste would be less than 500 ml, a ten-fold decrease in waste production. Additionally, no compressed gases are needed for the Nippon RA-3420. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered.
