Description
This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ)] for the following: 1 each: High Resolution Multi-Channel Laser-Induced Breakdown Spectometer per thefollowing: Specifications for a Laser-Induced Breakdown SpectrometerNASA Goddard Space Flight Center is currently engaged in a research and development taskthat requires a Laser-Induced Breakdown Spectroscopy (LIBS) instrument of high spectralresolution over a broad range.One of the major application areas of the LIBS instrumentis the characterization of isotopes of various elemental species requiring a spectralresolution that shall be no larger than 0.1 nanometer uniformly over the entire spectralrange of 200 900 nanometers.It is expected that the subject LIBS instrument isoptimized for smaller (or narrow) spectral regions within the whole range of 200 900nanometers. Detailed requirements are as follows:A. Spectrometer: The term spectrometer herein denotes the overall hardware componentthat receives and disperses the collected signals to form spectra. If the spectrometerconsists of smaller devices optimized for the possibly highest resolution within eachsub-spectral range, these devices are herein defined as modules.1. The spectral resolution (full width at half maximum of each major peak) of the LIBSinstrument claimed by the vendor shall a. be no larger than 0.1 nanometer uniformly over the entire range of 200 900nanometers.b. be supported by detailed descriptions of hardware configuration of each individualmodule if a modular design has been selected.2. To allow flexible applications of the LIBS instrument to various research level ofexperiments, the optical data collection unit (not a bulky LIBS head with variousdevices) shall be connected to the spectrometer through an optical fiber bundle that isno shorter than 2 meters.B. Software for operation and analysis: The software for overall operation of the LIBSinstrument shall be based on 32 bit architecture. Details of other specifications arelisted in the following:1. The software shall control the firing of the laser, and also the exact timing betweenthe firing and the beginning of data collection to allow time-resolved spectroscopy. This time difference and the minimum interval shall be selected such that time-resolvedspectra can be obtained for no less than 50 positions in the time scale between theplasma excitation and return to the ground state*.2. The software shall allow the real time data analysis of elemental identification agiven position by searching and matching in the atomic emission database compiled by theUnited States National Institute of Standard and Technology or any other proven to beequally precise.3. The software shall allow the export of the experimental results in common formatallowing post processes on data. C. Laser source: The power of the laser source shall be 50 mJ, and the units operationshall be software controlled as described in the paragraph 2 in B above.D. Sample chamber: 1. The sample chamber shall allow safe operation of the LIBS instrument though variousand redundant interlocking schemes. 2. The usable space within the sample chamber shall be sufficient to allow the operationof a sample stage that adjusts the sample positions along the x, y and z-axes.3. The chamber design and the sample stage shall allow the laser spot size sown to 40microns.4. The chamber design shall provide a means of purging the inside air and a convenientmeans of cleaning the particles and debrisE. Imaging module: The imaging module shall provide magnified image of a local region ofthe sample, confirm the laser spot size, and record the image of the spot before andafter laser ablation.* The second sentence in the first paragraph in B means that spectra shall be collectedrepeatedly at any one of the 50 positions on the time axis, not collecting 50 spectraover a single life time of the plasma.The provisions and clauses in the RFQ are those in effect through FAC 2005-34. The NAICS Code for this procurement is 334516. The offeror shall state in their offertheir size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA/GSFC, Greenbelt, MD 20771 is required within 30 days ARO. Delivery shallbe FOB Destination. Offers for the items(s) described above are due by response date listed above via e-mailto Mary.B.Brown@nasa.gov and must include, solicitation number, FOB destination to thisCenter, proposed delivery schedule, discount/payment terms, warranty duration (ifapplicable), taxpayer identification number (TIN), identification of any specialcommercial terms, and be signed by an authorized company representative. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled "Buy American Act -- Supplies," the offeror shall so state and shall listthe country of origin.
