Description
Arcata Associates, Inc. has a requirement for seven (7) each AL4302, CommunicationsMux and Demux chassis w/Ethernet Control, nine (9) each 2219, ETHIO2 10/100 EthernetChannel Module, five (5) each VEM1 Video Encoder Module, five (5) each 2081, VDM1 VideoDecoder Module, thirteen (13) each 2100, DS1IF T1 Interface Input/Output - dual T1, five(5) each 2016, MUX9 2 Channel Mux Input (TTL) (for 8 T1 Mux), five (5) each 2017, DEMUX92 Channel Demux Output (TTL) (for 8 T1 Mux), and seven (7) each 2134, OC3CIF OC3Concatenated Interface ST Singlemode Input and Output.Arcata Associates, Inc. intends to purchase the items from Apogee Labs Inc., 210 SouthThird Street, North Wales Pennsylvania, 19454. Apogee Labs is the only responsible sourcewhich is capable of satisfying the agencys unique need for the following reasons:a.Apogee Labs, Inc designed, built, and extensively tested the communicationssystems since 1993, over the years the Apogee Labs has developed cost effective productsto collect, transmit and record the signals, data and communications found within thesecommunities. Today APOGEE is a recognized leader in bridging the gaps that exist betweenthe unique requirements of the DOD National and International Test Ranges, NASA, the HighEnergy Physics communities and commercial communications and networking infrastructures.b.Apogee Labs is the leading supplier of highly-specialized, high-configurable Muxand Demux systems. The AL4302, provided by Apogee Labs is the next generation of itspopular AL4300 product line, but continues to interface with existing equipment currentlyin use. c.Apogee Labs, as the sole producer of the AL4302 configurable systems has theunique tooling, facilities, data and engineering support organization required toaccomplish the statement of work. Due to the proprietary nature of the intellectualproperty, Apogee Labs can provide these required services and materials. d.Apogee Labs Systems are currently installed and configured to support NASADryden WATR systems providing Mux and Demux systems to remote locations as well as NASAsnew center Dryden Aircraft Operations Facility, procuring these newer systems will allowNASA to add new infrastructure to new remote facilities, and to continue to supportinfrastructure currently in place. This procurement will provide newer cards and sparecards for the original systems. e.Over the years the Company has developed cost effective products to collect,transmit and record the signals, data and communications found within these communities.Today APOGEE is a recognized leader in bridging the gaps that exist between the uniquerequirements of the DOD National and International Test Ranges, NASA, the High EnergyPhysics communities and commercial communications and networking infrastructures.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. StandardPacific time on August 12, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination bythe Government not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
