Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Mammal Laboratory on a sole source basis with University of Washington Joint Institute for the Study of the Atmosphere and Ocean (JISAO). The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Under the proposed contract, contractor shall support the development of a weekly informal training program in: (1) topics, methods, techniques and approaches to modern watershed management and conservation; and (2) topics, methods techniques and approaches to modern marine population, community and ecosystem biology. In particular, arrange for weekly educational presentations by expert scientists in these fields at the Northwest Fisheries Science Center. The weekly training schedule will include presentations by the outside speakers, as well as unstructured time for Center personnel to interact, individually or in small groups, with the outside speaker. For each week's topic, appropriate reference materials are distributed to Center personnel in advance. Since 1977, the Joint Institute for the Study of the Atmosphere and Ocean (JISAO) has been a "Center of Excellence" that fosters research collaboration between NOAA and the University of Washington. JISAO appointments are divided nearly evenly between University faculty and NOAA personnel who hold affiliate faculty appointments at the University. Their research themes are aligned with the NOAA Strategic Plan, and include Climate, Environmental Chemistry, Marine Ecosystems, and Coastal Oceanography. The government intends to negotiate a firm- fixed price contract with a period of performance of two years from date of award. It is anticipated that work under this project will commence on Sept 15, 2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
