- Description
- The Center for Disease Control and Prevention (CDC) intends to award a purchase order to USC Endocrine Laboratories, Edmondson Building, Room 111, 1840 North Soto Street, Los Angeles, CA 90032. The authority for this sole source is FAR Part 6.302-1. The contractor shall provide to CDC a study using a limited amount of sera and stored vials which currently contain about 500 liters of sera. This contractor is the only contractor who can perform all seven required tests with such a small amount of sera. The University of California Endocrine Laboratory is a CAP-accredited clinical laboratory that has specialized in thyroid testing for clinical and research purposes. Justification for other than full and open competition is because of technical expertise, access to specific populations and documented experience with the study design. In addition, the laboratory has been using the Roche Elecys 2010 automated immunoassay analyzer platform for measuring TSH (3rd generation) total T4 (TT4), free T4 (FT4), total T3 (TT3) and thyroid hormone binding ration (THBR) in serum. Research testing for the thyroid antibodies (TPOAb and TgAb) has been made by the Kronus radioassay methods for more than 15 years. These selected methodologies have been fully validated and correlated with other methods and have proved reliable when used over long periods. Firms that believe they can provide these services/supplies are encouraged to identify themselves and give written notice to the Contract Specialist prior to the response date found in this synopsis with a capability statement. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the U.S. Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
