Description
Justification of Other than Full and Open Competition for the Fault Analysis and Lightning Location System THIS IS A SOLE SOURCE SYNOPSIS. The 45th Contracting Squadron has a sole source requirement for the Fault Analysis and Lightning Location System (FALLS), including hardware, software, setup, and training. The FALLS is a system utilized to determine the need for retest of launch vehicles by allowing accurate determination of location and intensity of lightning strikes. Period of performance is 120 to 150 days after contract award. This requirement is intended to be fulfilled through a sole source purchase order with Vaisala Inc, IAW FAR 6.302-1. Vaisala is the only source capable of fulfilling the government's requirement. Vaisala is the only vendor who provides the capabilities of the FALLS system in a platform that will operate with the current CP8000 lightning processors and CGLAS lightning network. Vaisala does not offer the FALLS product through any other reseller or distributor. No solicitation documents exist at this time. This item/service utilizes Standard Industrial Code (SIC) 3812 with a small business size standard of 750 employees and North American Industry Classification System (NAICS) code of 334511. Interested firms may identify their capability to respond to this requirement. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 10 days after date of publication of this synopsis. 45 CONS/LGCB has determined that Vaisala Inc. is the only source capable of providing this requirement.
