- The George C. Marshall European Center for Security Studies, Garmisch-Partenkirchen, Germany has a requirement to publish a new text book, the title of which is Toward A Grand Strategy Against Terrorism. It is an original work newly written by a team of scholars and teachers associated with the Marshall Center's Program on Terrorism and Security Studies and edited by Christopher C. Harmon, Andrew N. Pratt, and Sebastian Gorka. This is a requirement for a commercial and academic publisher to produce a book of chapters and documents provided by the Marshall Center. The Marshall Center is seeking a publisher with past experience in marketing, advertising, and sales of similar books. Given the popularity of terrorism studies and related courses in universities and graduate schools, this volume is likely to go into multiple printings. The contract involves the following phases: 3.1.1 Copy-edit and content-edit chapters and documents (CLIN 0001) 3.1.2 Provide preliminary galley proofs (CLIN 0002) 3.1.3 Incorporate Marshall Center corrections and changes and provide pre-printing galley proofs (CLIN 0003) 3.1.4 Deliver 500 copies of the final published book to the Marshall Center (CLIN 0004) Past experience has shown that it's imperative that the editing function be performed by a native speaker of English with a graduate degree from an accredited university in an English-speaking country in a field closely related to international relations and international security. The Marshall Center has encountered unacceptable products from editors that do not possess these qualifications. For this particular effort, the Government is not accepting quotes from non-U.S. vendors, a contract award will be made to only a U.S. vendor, and 100% of the requirement must be performed by a U.S. vendor. The Government desires a publisher with a solid record of publishing books selected for use in graduate programs, favorable reviewed by respected journals and found in reputable commercial venues. The anticipated period of performance is 1 September 2009 through 10 June 2010. This acquisition will use a trade-off analysis to make a best value award decision. The Government will extend one offer resulting from this request for quote to the responsible quoter whose quote conforming to the request for quote will be most advantageous to the Government. Quotes will be evaluated based on the stated evaluation factors. The anticipated factors are: Corporate Past Performance and Price. All prospective contractors must be registered in Dun and Bradstreet (D&B) and the Central Contractor Registration (CCR) database prior to award of a contract. Foreign companies or individuals must first obtain a North Atlantic Treaty Organization (NATO) CAGE (NCAGE) code at http://www.ccr.gov/International.aspx. Additionally, contractors currently registered in CCR must update their registration annually. To register or update your company's D&B and CCR record, go to: http://www.ccr.gov/. The request for quote will be released on or about 29 July 2009, with a closing date on or about 7 August 2009.
