- This action has been awarded under the American Recovery and Reinvestment Act(ARRA) of 2009. In compliance with this Act, the Government posts this notice that TaskOrder (TO) 28 was issued under contract NNJ08JB01C, the Environmental Contract, toprocure environmental services in support of Hurricane Ike Phase II roof repairs fundedby the Recovery Act. The environmental services under this TO support the roofreplacements known as Roof Package 2, contracted for under Contract NNJ09JD51C. Theenvironmental services include environmental compliance oversight, industrial solid wastetransportation and disposal, and review of all plans, specifications, and drawings toensure environmental requirements are included in each roof replacement project. Inaddition modification 58 was issued for associated funding. &lt;P&gt; Also, Task Orders 15, 16, 17, 19 and 25 were issued for cleaning and caulking theleaking precast exposed aggregate facing panels; barge dock repairs; replacement of thehangar at Ellington Field; replacement of the roof at building 9S; and repair of street,parking lot and sidewalk lights. &lt;P&gt;&lt;P&gt;The Environmental Contract was awarded on a competitive basis.These Task Orders wereissued under the cost-type contract arrangement in accordance with the contract. Acost-type arrangement is appropriate due to uncertainties involved in contractperformance that do not permit costs to be estimated with sufficient accuracy to use anytype of fixed-price contract. In addition a cost-type contract was selected to providethe contractor the greatest incentive for efficient and economical performance, given thetypes of services to be performed. This Environmental Contract has experienced personneland documented performance to mitigate the Government's risk. In order to meet therequirements of the Recovery Act in the most prudent business manner, with the timeconstraints imposed, the existing Environmental Contract is the most appropriatecontractual vehicle for the work required. &lt;P&gt;Oral communications are not acceptable in response to this notice.
