Description

Justification and Approval for Other Than Full and Open competition 1.Contracting Activity: VISN 7 Network Logistics Contracting Office, 1 Freedom Way, Augusta, GA 30904. 2.Description of Action: Sole Source Procurement of ambulance service for the Central Alabama Veterans Health Care System 3.Description of Services: The contractor shall provide all facilities, labor, materials, insurance, licenses, and equipment as needed to provide ambulance service 24 hours a day, 7 days a week to include federal holidays for beneficiaries of the Department of Veterans Affairs Medical Centers located in Montgomery, AL and Tuskegee, AL 4.Authority Cited: The statutory authority permitting other than full and open competition is FAR 6.302-2, Unusual and compelling urgency. 5.Reason for Authority Cited: Contract number VA247P-0281 was awarded effective 1 Nov 2007 to provide ambulance service for the Central Alabama Veterans Health Care System. The total award value of the contract for the base and two (2) one year options period was $983,535. The quantity of service acquired under the contract is inadequate to accommodate the needs of the medical center and have been exhausted to the point that the contract requires ratification of an estimated 700k. This modification is requested to provide services until a new contracts can be awarded. A solicitation will be issued for a new IDIQ contract with a start date of 1 Oct 2009. 6.Efforts to Obtain Competition: Due to the urgent nature of the requirement no competition will be sought. 7.Action to Increase Competition: There are numerous businesses that qualify for this requirement and responsible sources have been identified. 8.Market Research: Market research was conducted using the VetBiz registry, Central Contract Registry and contract files for similar services. 9.Interested Sources: There are numerous sources available however this requirement will be offered to the incumbent contractor in order to avoid a delay in services. 10.Other Facts: None 11.
