- Description
- NASA/MSFC intends to negotiate on a sole source basis with Phillips Mine & Mill,Inc. for the fabrication of one battery powered mobile work platform/ Transporter tosupport the Common Bulkhead (CB) Structural Developement and Structural Quality UpperStage Test Hardware. The purpose of the transporter is to provide the capabilities forcomplex and tight maneuvering necessary to assemble and move both the CB and the CB TestFixture Domes in and out of MSFC Test Fixute Assembly Facilities. The transporter willinclude a custom produced inch thick, flat, anti-skid smooth steel decking supported byload carrying members. The decking includes an opening in the center for accessibility toperform test preparation operations and maintenance tasks on the test fixtures and CBTest Fixture Domes. The purpose of the transporter is to provide the capabilities forcomplex and tight maneuvering necessary to assemble and move both the test fixtures andCB in and out of MSFC Test Fixture Assembly Facilities of Bldg 4708 (South/East Corner).Phillips Mine & Mills commercially available transporter is the only mobile vehicle thatmeets the required 50,000 pound load capacity, screw jack style lift table capability,four wheel steering ability, battery powered engine and crabbing mechanism necessary totransport the CB Domes into the testing and assembly facility.Phillips Mine & Mill Inc.has the experience, capability and quality controls in place to meet ARES-USO-TE-25129and safety requirements. Each vendor must meet the following quality requirements:Vendor/suppliers shall be compliant and have a current AS9100 Certification. ISO 9100SHALL NOT apply as a substitution for AS9100. Vendor/suppliers must qualify for theAudited Vendors List and are subject to a MSFC quality audit. A manufacturing plan isrequired to address welding certificates and special processes. NASA reserves the rightfor on-site audits. The Government intends to acquire a commercial item using FAR Part12. Interested organizations may submit their capabilities and qualifications to performthe effort in writing to the identified point of contact not later than 4:30 p.m. CentralStandard Time on August 5, 2009. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government. Oral communications are not acceptable inresponse to this notice. All responsible sources may submit an offer which shall beconsidered by the agency. An Ombudsman has been appointed.
