- NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). The Cryptologic Systems Group (CPSG), San Antonio, TX, intends to award a Firm-Fixed Price (FFP) Contract to Real Time Logic, Inc., 12615 Academy Ridge View, Colorado Springs CO 80921. The contemplated award will be on a sole source, Brand Name basis, for the purchase of one (1) test Rack System consisting of the items listed in the attachment to this Notice. Pursuant to FAR 6.302-1(c), the use of Brand Name descriptions is essential to the Government's requirements, thereby precluding consideration of a product manufactured by another company. The Air Force seeks external technical expertise to compete this requirement containing items which are proprietary products prohibiting the use of Full and Open Competition procedures. The Government intends to solicit and negotiate with only one responsible source IAW 10 USC 2304(c) (1), asimplemented by FAR 6.302-1(c), only one responsible source. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contracting Officer within 15 days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a), or women owned business and whether they are U.S. or foreign owned. The NAICS Code is 334515; the Small Business Size Standard is 500 employees. See Note 22.
