Description
The Fleet & Industrial Supply Center San Diego, (FISC SD) California hereby gives notice of intent to award a name brand/sole source requirement to Lab-Volt under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a)(1)(ii). The Naval Postgraduate School's (NPS) Radar/Electronic Warfare Systems Laboratory in Monterey, California requires various separate items of the Lab-volt Radar/Electronic Warfare (EW) Training System Series 8096, to include the radar technology training system 8096-10 (1 each); radar digital processor display 8096-20 (1 each); radar tracker 8096-30 (1 each); radar active target trainer with electronic warfare applications 8096-40 (1 each); cross section measurement system 8096-50 (1 each); phased array 8096-60 (1 each); curriculum package for 6 students 8096-C06 (1 each); on-site system installation and training (1 each); and shipping (1 each). Lab-Volt Radar/EW System Series 8096 items support the following advanced technology required by the Government, to include: FM-CW Technologies, digital processor display showing on-screen diagrams of the total processing functions; continuous tracking of a passive target moving in a laboratory area; pulsed-mode radar cross section measurements; inverse synthetic-aperture; phased array technology (electronically steered and beam steering). Further, the Lab-Volt Radar and EW Training System items support the following list of EW advanced radar technology essential to the Government's requirement: noise, spot and barrage jamming; chaff cloud simulator; range and angle deception; range gate pull-off; amplitude modulation and related noise jamming; blinking jamming; asynchronous inverse gain jamming; cross-polarization jamming; slidelobe jamming; and fundamentals of stealth technology. Interested parties may identify their interest and capability to meet the Government's requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available. Interested parties shall submit information that indicates their ability to satisfy this requirement, N00244-09-T-0538. Responses are due by 3:30 PM PST, 03 August 2009, via email.
