Description
The Department of Veterans Affairs Medical Center, 2121 North Avenue, Grand Junction, CO, is soliciting offers to design/build project entitled "Building 36 Ramp and Entry". THIS PROCUREMENT IS 100% SET-ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS IAW Public Law 109-461 as codified by 38 USC 8127 & 8128. This construction project, a design/build construction project, will provide for a concrete handicap access ramp and covered entry on the south face of Building 36, Veterans Affairs Medical Center, Grand Junction, Colorado. The area shall be prepared by removing the existing metal ramp/stairway and concrete slab. Concept drawings anticipate a concrete foundation placed on an aggregate gravel base over a layer of soil stabilizing petro mat. The design of the ramp will comply with the American with Disabilities Act (ADA). The entry structure will consist of metal studs and joists, providing covered veranda and foyer with automatic doors. The exterior EIFS finish shall match the existing finish and color of Building 36. The foyer's climate shall be tempered by a ceiling mounted, electrically powered heating/cooling unit. Lighting shall be by fluorescent lighting fixtures. Electrical power for the additional structure shall originate at the modular section's panel located on the north face of Building 36. Trades involving but not limited to carpentry, concrete, steel, drywall, paint and electricity shall be utilized for the installation of material.All design work will be coordinated through Engineering Service. Davis-Bacon wage rates to apply. All design and work will conform to the current edition of the VA Master Specifications and VA Design Standards as published at the following site: www.cfm.va.gov, ASHRAE, IBC 2003, NFPA AND NEC building codes and standards. The project number is 575-09-803. The predominate NAICS is 238140 Masonry Contractors and the size standard is $14.0 million. The successful contractor must have a current valid registration in the following websites: http://www.ccr.gov, https://orca.bpn.gov, https://vets100.vets.dol.gov and http://vetbiz.gov. Bid Bond is required with the proposal. Performance and Payment Bonds are required after award by the successful offeror. A site visit is scheduled for July 31, 2009 at 10:00am. Location for the site visit to begin is Department of Veterans Affairs Medical Center, Building 36 Conference Room, 2121 North Avenue, Grand Junction, CO 81501. The RFP will be posted to the Federal Business Opportunities (FBO) website today. Paper solicitations will not be issued. Any amendments to this request for proposal will only be available on the FBO website. Bidders are advised that they are responsible for obtaining amendments. Electronic and faxed bids will not be accepted. All questions must be submitted to the Contracting Officer in writing. TELEPHONE CALLS WILL NOT BE ACCEPTED. Contractors must submit joint venture agreements with their proposal if proposing as a joint venture. Proposal due date is August 24, 2009 by 4:00pm Mountain Daylight Time. In accordance with FAR 36.204 and VAAR 836.204 the estimated range for this project is between $25,000 and $100,000.
