Description
This sources sought notice is issued for information and planning purposes only. No formal solicitation for this work exists at this time. The Government is soliciting information to determine the availability of all small business firms, to include 8(a) certified firms, HUBZone certified firms, WOSB (Woman Owned Small Business) and SDVOSB (Service Disabled Veteran Owned Small Business) able to provide this service. Interested firms are encouraged to respond to this notice. The requirement includes, but not limited to, providing maintenance on the NEXWOS Automated Weather Observation System (AWOS) in order to meet annual FAA inspections and certifications in accordance with FAA Advisory Circular 150-5220-16C. The Contractor shall provide all supervision, personnel, equipment, materials, and transportation necessary to perform maintenance on the NEXWOS (AWOS) to support the 21st Cavalry Brigade stationed at Fort Hood, Texas during Unit Fielding and Training Program Exercises in the Western Training Area (WTA) located at Curtis Field, Brady, Texas. The North American Industry Classification System (NAICS) code applicable to this requirement is 811219 (Other Electronic and Precision Equipment Repair and Maintenance) and the Small Business Size Standard is $7.0M. Contact with Government personnel, other than the Contract Specialist, by potential offerors or their employees regarding this requirement is strictly prohibited. The purpose of posting this request for information (RFI) is to located capable businesses that are interested in providing the required item. These services include all labor, management, supervision, transportation, equipment, and other services necessary to provide maintenance as listed below: 1. The Contractor shall provide all supervision, personnel, equipment, materials and transportation necessary to perform unscheduled maintenance (or on demand maintenance visits), to include Optic Lens Cleaning, on the NEXWOS AWOS in order to meet annual FAA inspections and certifications in accordance with FAA Advisory Circular 150-5220-16C. The Contractors initial response time shall be less than five (5) Normal Work Days. 2. The Contractor shall be responsible for Replacement Parts required to perform any maintenance or corrective actions. 3. The Contractor shall provide two scheduled site visits (one semi-annual system inspection and maintenance and one FAA recertification inspection). This is a request for information (RFI) and not a formal request for quote (RFQ). Any formal RFQ will be announced separately at a later time. Information provided to the Government as a result of this posting is strictly voluntary and given with no expectation of compensation, and clearly provided at no cost to the Government. Contact with Government personnel, other than the Contracting Officer or Contract Specialist, by potential offerors or their employees regarding this requirement is strictly prohibited. The purpose of this RFI is to locate capable businesses that are interested in providing the contemplated service at Curtis Field, Brady, Texas. Interested parties may submit an electronic Statement of Capability for satisfying this requirement to the contact person listed below. This announcement is not a request for competitive proposals. This notice is strictly market research to assist in identifying potential sources only. Reimbursement will not be made for any costs associated with providing information in response to this announcement or any follow-up information requests. All responsible sources shall respond by submitting a written narrative Statement of Capability including detailed technical information and other technical informational literature demonstrating the ability to meet the above requirements. Include business size in relation to the NAICS code of 811219 in your Statement of Capability. The responses must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. No telephone requests will be honored. Contractors must be registered in the Central Contractor Registration (CCR), accessed via the Internet at http://www.ccr.gov. All information provided will become property of the U. S. Army and will not be returned. Responses are requested by 31 Jul 09 and should include a point of contact, phone number, fax number and email address. Interested parties shall send their Statement of Capability via email to Alison Frank at alison.frank@us.army.mil by the aforementioned requested date.
