- NARCOTICS General Information Document Type: Pre-solicitation/Solicitation Solicitation Number:HSBP1109P20044585 Classification Code:Narcotics Destruction NACIS Code:562213 Contracting Office Address The Department of Homeland Security U.S Customs and Border Protection (CBP) Fines, Penalties and Forfeitures, Seized Property Office in San Diego and Los Angeles are responsible for providing management and oversight for seized property to the U.S. ports of entry in and around the San Diego and Los Angeles area. Previously this requirement has been satisfied through an MOU (copy attached to PR in SAP) with the City of Long Beach, which has been extremely efficient and cost-effective. Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisitions Regulation, Subpart 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. This solicitation issued as Request for Quote (RFQ) Solicitation Number HSBP1109P20044585 The Government reserves the right to award without discussion; therefore each offeror is encouraged to submit their best terms with their proposal. Special attention is directed to FAR 52.212-1 (b). Failure to submit the required information for evaluation may render the offer non-responsive. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR clause 52.212.-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, along with the following additional FAR clauses : Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans, 52.222-36, Affirmative Action for Handicapped Workers, 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of Vietnam Era, 52.232-33 Payment by Electronic Funds Transfer – Central Contractor Registration, 52.222-41 Service Contract Act of 1965. The company cannot pick up the narcotics. CBP Officers have to be able to observe the entire destruction. This is per the Seized Asset Management and Enforcement Procedures Handbook, CIS 4400-01A. It also states that any facility used will have to submit to a property inspection by IA. The billing address will be: Customs And Border Protection 610 W. Ash Street, Ste: 1200 San Diego, Ca. 92101 The basis of award will be lowest cost technically acceptable. The Government anticipates awarding a five year BPA from this solicitation; the period of performance for this effort shall be one base year and four base options.
