Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. The solicitation number is NIHKH1071472 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-35.The estimated level of effort for this requirement is not expected to exceed 1,664 hours during the base period of performance, beginning the date of award and for approximately twelve months, for an average of 24 hours to 32 hours per week. The North American Industry Classification (NAICS) Code is 541990 and the business size standard is $7.0m per annum. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Background Information: The Office of Research Services (ORS) plans and directs service programs for public safety and security operation, scientific and regulatory support programs, and a wide variety of other program and employee services. The ORS advises the NIH Deputy Director for Management and other NIH senior staff on the management and delivery of technical and administrative services in support of the NIH research mission. The Administrative Services Branch (ASB) is located within the Office of Administrative Management (OAM) and is responsible for providing general administrative support to the ORS and the Office of Research Facilities (ORF). Scope: The contractor shall provide support to the ASB and OAM in consulting and support services in the development, improvement and implementation of organizational initiatives. These initiatives include benchmarking, development and enhancement of standard operating procedures, administrative support, and facililitation of meetings, training and coaching. The contractor’s specialized experience should include experience in team building, customer service training, strategic planning, and team and individual competency development. THE NATIONAL INSTITUTES OF HEALTH (NIH), The Office of Research Services (ORS), Administrative Services Branch (ASB), for the Office of Administrative Management (OAM) requires the services of a consultant with expertise in the following: Task/Deliverables: Contractor shall providing facilitation at various activities including team and staff meetings. These meetings include the monthly Program Support meetings, Bi-weekly Team Lead meetings and the monthly Administrative Officer meetings. Contractor shall supporting ASB initiatives including the continuous monitoring and development of standard operating procedures. This support includes the tracking of SOPs for completion as well as the facilitation and the coordination of the development of new SOPs that may arise due to procedural changes. Contractor shall supporting Performance Management Planning by working with team on organizational issues. This includes strategic planning initiatives as well as reinforcing current organizational strategies. Contractor shall develop agendas and meeting note development from standing meetings as well as those attended on behalf of representing the ASB. Contractor shall coordinating staff training events to include training related to competencies and for succession planning purposes. The training may include leadership and customer support training for ASB staff as well as program staff in ORS and ORF. Monitoring organizational initiatives and providing follow up to staff and leadership. This includes hosting and daily monitoring the OAM customer signature line survey results and providing feedback and analysis on yearly customer survey results. Contractor shall continue with competency development for administrative staff though group facilitation and individual coaching. Contractor shall provide coordination in the development of an electronic and administrative tracking tool that will be used to measure workload data and serve as tool to managers, administrative and program support staff and will be used for tracking the status of their requests. Contractor shall assist in the coordination of special projects assigned by the Office of Administrative Management. These projects are ad hoc and may include items relating to IC strategic planning initiatives as well as the coordination of new initiatives affecting the Administrative Services Branch. Contractor shall provide weekly reports documenting the work performed for each task Location of Work: Tasks will be performed at NIH offices located on the NIH campus and/or NIH offices and facilities in Bethesda and Rockville, Maryland areas. Type of Contract: Firm Fixed Price. Cost Per Labor Hour – Base Year Cost Per Labor Hour – Option Year Contractor shall invoice bi-weekly and will be required to work 24 to 32 hours a week. Evaluation Criteria Award will be made to the contractor offering the best overall value to the Government. The following criteria will be applied: 1. Cost -- 40% 2. Knowledge of NIH/ORS and ORF Procedures -- 30% 3. Past performance on similar projects -- 30% Security: Contractor personnel must be U.S. citizens and be able to obtain a security clearance in order to review classified information maintained within background investigations, to review classified statements of work and to attend classified briefings and training. Security clearance levels will be specified by the government. The contractor will be required to take the NIH on-line IT Security Awareness training and comply with all requirements contained therein. All files and data, regardless of format, shall be stored in locked cabinets while not in use. Access to this data shall be limited to individuals approved by the project officer. Equipment: The contractor shall use government furnished property including a computer and laptop. The contractor will only be using the standard software applications. Project Officer: To be determined after award. Performance Period: Base period August 28, 2009 – August 27, 2010 Option Year One: August 28, 2010 to August 27, 2011 The Offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors Commercial; 2) FAR Clause 52.212-2, Evaluation Commercial Items. As stated in FAR Clause 52.212-2 (a), the Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered; 3) FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions Required To Implement Statues or Executive Orders Commercial Items, Contract Terms and Conditions Commercial Items; and 5) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items Deviation for Simplified Acquisitions. The Offeror must include in their quotation the unit price, the list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. Note: In order to receive an award, offerors must have a valid registration in the Central Contractor Registration (CCR) www.ccr.gov.
