Description
NASA/JSC is hereby soliciting information about potential sources for an OpenInnovation Service Provider (OISP) with an extensive external network that can be used tointroduce collaboration opportunities to the public. Specifically, NASA is looking foran entity that supports a network of experts that can facilitate solutions to a vastarray of issues and challenges facing the future of human health and performance inspaceflight. Challenges are of varied type and difficulty and could includetechnological, biological, or human modeling needs. The OISP will provide NASA with themethodology and infrastructure to facilitate Open Innovation within the NASA JSC SpaceLife Sciences Directorate organization and for solutions to outsourced challenges orproblems. NASA JSC is seeking to evaluate OISPs with a pilot project of up to 6challenges/problem statements.The OISP will be required to provide full support to NASAfor development, review and vetting, maintenance of challenge statement and award to awinning solution provider. If process training is necessary, the OISP must be preparedto provide all training presentations and materials to NASA for a minimum team size of 10personnel. This training will be expected to be delivered onsite at NASA Johnson SpaceCenter. The OISP will also be required to submit a final evaluation report of theinitial challenge pilot postings, outlining strengths and weaknesses and areas forimprovement if continued collaboration were to be considered. Documentation required tobe submitted by the entity include: (1) 3 examples of successful challenges, challengesthat ended with an award; (2) 3 examples of unsuccessful challenges, challenges that didnot end in a reward and/or terminated early on re-scoped, and (3) background on solutionproviders-description and number of solution providers within the network and communityapproach, including efforts and outreach for growing the network.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Vendors having the capabilities necessary to meet or exceed the stated requirements areinvited to submit appropriate documentation, literature, brochures, and references. Please advise if the requirement is considered to be a commercial or commercial-typeproduct. A commercial item is defined in FAR 2.101.This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based onresponses hereto. All responses shall be submitted in writing to ann.e.bronson@nasa.govno later than 3:00 p.m. local time on August 3, 2009.
