Description
This requirement is for design, analysis, fabrication, performance testing, and acceptance testing of the Infrared Source Translator (IST) and Collimator Optics Translator (COT). The IST and COT are major components of the Short Focal Length Collimator (SFLC) system, a new target simulation and background radiation projection system for the AEDC 7V Chamber. The SFLC will complement the existing 7V Chamber long focal length collimator. The SFLC design features a custom designed focal length to accommodate currently available thermal emitter arrays and to project simulated target images through a 1 degree by 1 degree field of view. The IST will be used to precisely position either an IR flood source or a thermal emitter array with respect to the SFLC collimator optics package. The COT will be used to position the SFLC collimator optics package either in its operate position or its stowed position inside the 7V Chamber. When the SFLC system is not required, it is necessary to stow the SFLC collimator to clear the IR beam paths of the existing 7V collimator. The IST and COT designs must address analysis of low temperature thermal and thermo/structural effects; selection and preparation of materials for cryogenic application and repeated thermal cycling; and control of contamination and optical surface reflection and scatter. The performance of each translator shall be demonstrated under high-vacuum, cryogenic operational conditions prior to final acceptance at AEDC. Delivery of the SFLC system is expected within 6 months following contract award. Delivery shall be FOB Destination to AEDC, Arnold AFB TN. This acquisition involves technology that has a military or space application. Only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a legitimate business purpose may have a copy of the solicitation document. All requests for copies of the solicitation document must include a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement. The solicitation package will be mailed to the data custodian identified in Block 3 of the DD Form 2345. To obtain certification, contact: Commander, Defense Logistics Information Service (DLIS), ATTN: U.S./Canada Joint Certification Office, 74 Washington Avenue North, Battle Creek, MI 49017-3084 or call the DLIS at (800) 352-3572. The DLIS United States/Canada Joint Certification Lookup service is available via the Internet at: www.dlis.dla.mil/jcp/default.asp. The DD2345 may be faxed to 931-454-7330 or email your certification number to karen.hillstead@arnold.af.mil. All requests must be received by 11 August 2009, 3:00 p.m. local time.
