- Description
- The Department of the Interior, National Business Center, (DOI/NBC) on behalf of the Department of Homeland Security, Science and Technology Directorate (DHS S&T) is issuing this DRAFT Broad Agency Announcement (BAA) for innovative Non-Intrusive Inspection (NII) and Automated Threat Recognition (ATR) Technologies for use by Customs and Border Protection (CBP) and the Transportation Security Administration (TSA). Both CBP and TSA have a need to improve technologies currently being deployed for inspecting incoming vehicles, cargo conveyances, and air-cargo shipments. Current NII technologies employed by CBP and TSA include (1) trace material detection of highly specific molecules using technologies such as canine teams or chemical analysis of surface swipes and 'puffs' of air, and (2) imaging inspection using technologies primarily based on X-ray and gamma-ray systems. Imaging systems inherently have lower material specificity than molecular detection systems. This BAA focuses entirely on imaging-based technologies, which allow a detailed inspection of vehicles as well as interiors of large cargo and air shipping containers. Adversaries may use hidden compartments or other methods of concealment to smuggle contraband across the US border. The ultimate goal of this effort is to provide CBP and TSA with improved NII technologies for enhanced screening, examination, and detection of contraband, hidden compartments, materials for weapons of mass destruction/mass effect, and human stowaways. To achieve this goal these new NII systems will have improved penetration, resolution, contrast sensitivity, and throughput, as well as automated material identification capability.
