- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service, Northwest Regional Office on a sole source basis with University of California, Davis. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Under the proposed contract, a Wildlife Health Center veterinarian would assist NOAA Fisheries and the Northwest Region Marine Mammal Stranding Network to respond, collect data, process samples and disseminate information for live or dead killer whale stranding events, in Oregon and Washington. Wildlife Health Center at the University of California, Davis shall coordinate emergency logistical response to killer whale strandings in the Northwest Region. Strandings include dead animals floating or on the beach/shore, or a live animal on the beach/shore, in need of medical assistance, or unable to return to its natural habitat. The Wildlife Health Center has the appropriate veterinary expertise to assist NMFS in coordinating a complete and thorough exam or necropsy according the protocol. The Wildlife Health Center is a multidisciplinary program within the School of Veterinary Medicine at UC Davis that focuses on health of free-ranging and captive terrestrial and aquatic wild animals. They have gathered historical records of Killer Whale strandings to draw from. The government intends to negotiate a firm- fixed price contract with a period of performance of one year from date of award plus two option years. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003. After this date, NO award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.ccr.gov.
