Solicitation Number: AB133F-09-RP-0152 Notice Type: PRE-SOLICITATION NOTICE FOR: Announcing the need for a contract with a base year and four option years for the services of a ship-based, field biologist to support ongoing monitoring and research in support of the US Antarctic Marine Living Resources (AMLR ) Program in the vicinity if the South Shetland Islands, Antarctica. Synopsis: The National Oceanic Atmospheric Administration (NOAA) Southwest Fisheries Science Center (SFSC) has a requirement for a ship-based, field biologist to identify and provide descriptions of the population structure and biological characteristics of krill samples and other macro-zooplankton and micro-nekton; provide and determine the description, interpretation, and comparison of zooplankton composition and abundance; identify finfish and plankton and their demographic structure. The work is performed on location in a government-provided ship with crew. The ship and all crew members/contractors shall leave from Punta Arenas, Chile and then enter the Antarctic region to conduct the studies. Hands-on/on-site work and written cruise reports are a part of the job tasks. The purpose of this Synopsis is to demonstrate the need for a biologist and the basics of the work processes expected of the biologist for the work summarized above. This announcement is NOT a solicitation. There are experience and education requirements for the contracted work that will be further expressed in the actual solicitation. This is not a full solicitation but merely an announcement of a possible future solicitation so as to garner the attention of interested parties. The biologist will be required to furnish all necessary labor, passports/visas, materials/supplies (and shipping of such to the Southwest Fisheries Science Center), equipment, services, supervision, and otherwise, do all things necessary for or incidental to the performance of the work that will be announced in the solicitation. Any Government Furnished Equipment or Property (GFE or GFP) will be announced in the solicitation. The resulting contract will have a period of performance of a base year and four option years that will likely begin in the fall of 2009. The proposed contract will be advertised as full and open competition. T he NAICS code for this procurement is 541990 and the size standard is $7 million dollars. Any resulting contract will be awarded as a firm-fixed price contract. Solicitation documents will be made available for download on or after August 10, 2009 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps ["Add to Watchlist"] and ["Add Me to Interested Vendors"] features which provide a notification when the RFP becomes available for download as well as all postings of information associated with this solicitation, thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation.
