Description
The U.S. Army Corps of Engineers (USACE) is conducting a study to estimate the forces on hurricane protection systems due to aberrant barges in a hurricane environment. The project will assist the USACE in determining the proper loading to these structures for use in the design and construction of these critical structures that protect the New Orleans Louisiana Metropolitan area as well as other USACE infrastructure projects. The purpose of this contract is to assist the USACE in development and execution of dynamic modeling of barges using the non-linear finite element program, LS-DYNA. This contract will consist of developing and executing a calibrated dynamic non-linear finite element model of barges and various wall configurations using LS-DYNA, interpretation of the finite element results from LS-DYNA and the development of simplified load prediction equations from the final results. The contract will anticipate the development and execution of finite element models for two barge types and four wall configurations in LS-DYNA. This work is on a critical path and schedule and must be completed by the contractor within 3 months of Notice to Proceed (NTP).The estimated cost of this procurement is between $25,000 and $100,000. This solicitation will be available on or about 10 August 2009 and will be available for downloading by accessing the Federal Business Opportunities website (http://www.fbo.gov) which links to the FedTeds website (see below). Prospective contractors are required to self register their firm on the Internet to receive this solicitation. Registration instructions are available on the internet at https://www.fedteds.gov. Amendments, if any, will be available at this Internet site. Neither telephonic, mailed nor faxed requests will be accepted. Registrants are responsible for the accuracy of the information on the registration list. This procurement is unresticted. The applicable NAICS code is 541330 with a Small Business Size Standard of $4,500,000. All responsible sources may submit a quotation which will be considered by the New England District.
