Description
JUSTIFICATION AND APPROVAL (J&A)FOR OTHER THAN FULL AND OPEN COMPETITION VA Palo Alto Health Care System 3401 Miranda Ave. Palo Alto, CA 94304 Subject: VA-261-09-RP-0252/Aseptic Janitorial Services for 200,000 Square Feet, VA Palo Alto Health Care System CONTRACTING AGENCY: Department of Veterans Affairs VISN 21 Consolidated Contracting Activity (CCA). 2. DESCRIPTION OF ACTION: The Environmental Management Service (EMS) at VA Palo Alto Health Care System has a requirement for aseptic janitorial services at the VA Palo Alto Health Care System. This will be a 9 month requirement, ending on April 14, 2010. At that time the requirement will be incorporated along with the current janitorial requirement (contract VA261-P-0397) into a new contract covering both. This procurement will be accomplished by the Consolidated Contracting Activity (CCA90), VISN 21, located at the Palo Alto facility. 3. DESCRIPTION OF SUPPLIES/SERVICES: Summary of Requirements: Vendor to provide aforementioned services as described in #2 above. Estimated value of requirement, five years: $368,000.00 4. AUTHORITY CITED: FAR 6.302-5 5. REASON FOR AUTHORITY CITED: The above cited authority provides for purchase from a sole source pursuant to 38 USC 8127(b) and VA IL 049-07-08 and in accordance with the "Veterans First" program under (PL) 109-461. These provide for award to a Service Disabled Veteran Owned small Business in the event a single source is found with pricing considered fair and reasonable. 6. EFFORTS TO OBTAIN COMPETITION: N/A, per #5 above. 7. FAIR AND REASONABLE PRICE DETERMINATION: A Price Negotiation Memorandum will be prepared which will detail the actions taken by the Contracting Officer to ensure fair and reasonable pricing.
