- SOURCES SOUGHT TO INSTALL PHOTOVOLTAIC POWER SYSTEMS AT VARIOUS LOCATIONS IN HAWAII (OAHU AND KAUAI): This is a Sources Sought announcement only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation because there is no bid package or solicitation available. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Naval Facilities Engineering Command Hawaii, Construction Acquisition Division is seeking information on any U.S. Small Business Administration (SBA) certified 8(a), Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran Owned Small Business (SDVOSB) or Small Business firms with current recent relevant project experience and qualified key personnel to perform a firm-fixed price construction contract. The work includes, but in not limited to the following: This project will consist of design and construction of grid-tied building integrated photovoltaic power systems on the roof top of various buildings within CRNH. Table 1 lists the desired buildings for this project, along with each building's approximated building area. The design life of the system shall be at least 20 years. The PV power systems shall produce a minimum aggregated energy output of 4.1 GWh during the first full year of operation and at least 80% of the first year target for the remainder of its twenty-year life. It is anticipated that the aggregated system will contain PV panels/modules with output capacity of at least 2.9 MWp DC based on Standard Test Condition (STC) and will provide at least 2.2 MW AC of continuous power during peak daylights hours peculiar to the CRNH locations. The output from each of the PV power systems shall be designed to be the same AC voltage, waveform, and frequency as, and will be distributed via isolation transformer to, the nearest facility grid power panel. The PV power systems shall meet all current NEC and UL requirements, and designed in accordance with the current Naval Facilities Engineering Command Hawaii (NAVFAC-HI) Public Works Utilities Criteria. The estimated range of this project is from $25,000,000 to $100,000,000. Interested sources are invited to respond to this Sources Sought announcement by using the form, provided under separate file, titled "Sources Sought Information Form." Submit the following information: 1) Experience of the firm and Key personnel: Provide information on a maximum of 3 projects to include detailed descriptions of grid-tied building integrated photovoltaic power systems on the roof top contracts that your firm has completed for the Department of Defense within the last 5 years that demonstrates your firm's experience in the work as detailed above and provide resumes for licensed electrical and mechanical engineers. The information to be provided shall include the size and dollar value of the contract. 2) Bonding capacity: Provide a letter from your surety stating that your firm has a bonding capacity of at least $35,000,000 aggregate; No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, NAVFAC Hawaii will utilize the information for acquisition planning purposes. All data received in response to this Source Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government. Please respond to this Sources Sought announcement no later than 2:00 p.m. HST on 7 August 2009. NO TELEPHONE CALLS OR FACSIMILES WILL BE ACCEPTED.
