- The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered RFQ AG-0116-S-09-0123, to Collect and Analyze Sediment Cores from Redoubt Lake project. If the solicitation is released, it will be released through this FedBizOpps website, and prospective offerors should visit this FedBizOpps website from time to time on or after August 11, 2009, to obtain a copy of the solicitation. This notice meets the requirements of FAR 5.201. However, the Forest Service reserves the right not to release a solicitation. NOTE REGARDING FEDBIZOPPS LISTINGS. The FedBizOpps website has three separate listings for the Forest Service in Alaska. These are (1) R-10 Alaska Region, Juneau, AK; (2) R-10 Chugach National Forest, Anchorage, AK; and (3) R-10 Tongass National Forest, Ketchikan, AK. Prospective bidders are advised that these three listings are not purely geographic and that a requirement on either the Chugach (Anchorage) or Tongass (Ketchikan) National Forest may be posted under the Regional Office (Juneau) listing. Thus, prospective bidders seeking Forest Service opportunities in Alaska should visit both the appropriate Forest listing (Anchorage or Ketchikan) as well as the Regional listing (Juneau). The solicitation contemplated by this notice will appear under the Ketchikan listing. PROJECT DESCRIPTION. The purpose and intent of this contract is to secure services to: 1.Collect at least 8 sediment cores from different locations within Redoubt Lake. Selection of core sampling sites shall be determined by examination of existing lake bathymetric maps. Sites will be selected in areas of flat or gently sloping bathymetric gradients away from the influence of tributary streams. 2.Examine all cores collected and determine best cores for detailed analysis. Analyze 1 or 2 cores in detail for stable isotope (15N and 13C) and in-lake primary productivity indicator (organic carbon and biogenic silica) analyses of bulk sediment sub-samples. Perform sediment radioisotope dating chronology analysis on one core. 3.Dating chronology analysis shall be accomplished using a combination of 137Cs and 210Pb radioisotope analyses. This is the most widely applied method for dating recently deposited lake sediments. This dating analysis allows an estimation of sediment chronologies and accumulation rates during the last 150 years. This method has proved to be very reliable in stable environments with uniform sediment accumulation rates with unambiguous dating calculations (Appleby 2002). If necessary a third Radiocarbon (14C) isotope dating may also be used in combination with the other dating methods to determine the age of terrestrial organic matter (leaves, seeds, etc.) recovered from down core sub samples from the lower portion of the core. Stable isotope (15N and 13C) and the percent carbon and nitrogen will be measured on dry bulk sediment down core sub samples. Stable isotope analyses will be accomplished using continuous-flow isotope ratio mass spectrometry (CFIRMS). Stable isotope ratios will be reported in  (delta) notation as parts per thousand (0/00) deviation from the international standards PDB (carbon) and air (nitrogen). All analyses will be performed by an established stable isotope analysis laboratory with experience in sediment isotope determinations. 4.Use sediment 15N results and existing adult escapement data from Redoubt Lake to potentially identify historical proxy sockeye salmon escapement levels and population trends prior to commercial exploitation. Sediment samples will be selected to yield the highest temporal resolution possible in an attempt to correlate these analyses with the existing escapement data. 5.Prepare and present a final report of the research results for submission to the US Forest Service. The Contractor must furnish all labor, equipment, housing, subsistence, supervision, transportation, operating supplies, and incidentals. PROJECT LOCATION. This project is located on the Tongass National Forest, Sitka Ranger District on Baranof Island. SOLICITATION DETAILS. The following preliminary details are provided for the benefit of prospective bidders, but are subject to change in the actual solicitation. Contract type: firm-fixed-price.
