Description
SOURCES SOUGHT. This is a Request for Information (RFI.) from interested sources. Response to this RFI. is voluntary and at the contractor's expense. The Government is seeking information on the development of a "Theory of Constraints based" Project and Resource Management System (PRMS) that will track all resources, permit pre-design of System-of-Systems and interoperability test and engineering events, as well as injection of new events. The system shall also provide tracking of those events and the resources in use. The system shall optimize planning for and use of existing resources so that the Government can efficiently streamline processes and manage dependencies, resulting in highly effective events execution. The contractor will be required to develop the PRMS plan and schedule; customize and install the system; train personnel to use the system; and, evaluate the effectiveness of the system when in use by the Government, modifying the system if necessary. The complete PRMS shall include all supporting software. This system shall enable visibility into all engineering and test events, along with resource utilization, at the highest command level. It shall also enhance the command's capacity to make informed decisions about priorities of ongoing and future efforts, and permit more tactical as well as strategic decision making ability. The system shall also, minimize or eliminate multi-tasking to promote the most efficient timeline for completion of events, and enable a realistic planning tool to make better decisions when opportunities for additional work arise. The system shall provide detailed data that will illustrate impact and opportunity cost of new tasks, i.e. "If we do Task A as requested, we will not be able to deliver X, Y, and Z as scheduled." The system must be implemented and fully functional, with sufficient training to those viewing data, those planning and designing test and engineering events, those executing the events, and the senior management about use, theory, and expectations. Change management is critical. Industry responses to this RFI may determine the Government's acquisition strategy. Responses shall explain in detail: (1) the contractor's unique experience and technical approach in providing this type of system, including any descriptive literature; (2) a reference list of related contracts within the past three (3) years for a similar item, to include contract number, dollar value, a brief description of the item, and points of contact with phone number; (3) information related to the contractor's business size and socioeconomic status; and (4) a copy of the GSA Federal Supply Schedule if the contractor has a GSA contract, and will be providing a price quote from that contract. This synopsis is for information and planning purposes only, and does not constitute a solicitation nor should it be construed as a commitment of any kind by the Government to issue a solicitation or award a contract.
