Description
THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS. VISN 5 Network Contracting anticipates the award of a firm-fixed-price contract for construction of Project No. 512-541, Expand Loch Raven Community Living Center (LRCLC) KT/PT/OT and Admin Space at the VA Maryland Health Care System. Contractor will be responsible to provide all supervision, labor, materials and equipment. The proposed project is to renovate approximately 1,600 SF of existing space and the construction of approximately 9,000 SF of new space or an addition physically attached to or contiguous with the present clinical building to better serve and improve access to rehabilitation care for Maryland veterans. This construction is located at the Loch Raven Community Living Center (LRCLC) on the Loch Raven campus of the VA Maryland Health Care System (VAMHCS). This project will provide the sorely needed space to provide necessary direct clinical rehabilitation care and support services, staff wellness and the VHA MOVE program, while freeing up occupied space in the LRCLC to better support the clinical functions and meet the long term care needs of veterans residing in the LRCLC. The proposed addition is two stories and architecturally similar to the LRCLC, which was constructed in 1994, and includes: 1) The FIRST LEVEL accommodates the expansion and centralizing of rehabilitation therapy and services for the Loch Raven campus (LRCLC) inpatient, outpatient referrals from Loch Raven primary care and specialty clinics and outpatients) including physical therapy (PT), occupational therapy (OT) and kinesiotherapy (KT). In addition, the first level will provide comfortable work space for staff, space to examine and assess veterans in privacy and storage space for rehabilitation equipment; 2) The SECOND LEVEL provides administrative and clinical service office and multi-purpose space to directly support the clinical services provided at the Loch Raven campus. This will immediately provide relief for critically needed LRCLC space to better serve and provide a home environment for veterans rehabilitating, convalescing or residing in the Community Living Center (NHCU), which includes but is not limited to therapeutic and diversional activities, meditation/chapel services, veteran advocacy, sensory stimulation, veteran den/library, veteran computer area, etc. In addition, Mechanical, and electrical space will be constructed for each floor which will also include HVAC, duct works, electrical, plumbing, fire protection and architectural items necessary to complete the project. Employee Identification and Security Clearance will be required for all contractor employees. Proper identification (valid citizen and non-citizen ID cards, valid passport or naturalization papers) must be presented to go through the required access for VA Medical Center. All work is to be completed within approximately 420 calendar days after date of receipt of notice to proceed. This includes final inspection and clean-up. The applicable North American Industry Classification System Code for this procurement is 236220. To be considered a small business under this code the SBA size standard must not exceed $33.5 Million. The construction cost range for the project is between $5,000.000 and $10,000,000. The Invitation for Bid (IFB) solicitation will be issued on or about August 10, 2009. All information for this solicitation will be posted on FedBizOpps http://www.fedbizopps.gov. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings and subsequent amendments, if any. The solicitation will be issued pursuant to the authority of Public Law 109-461, 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. Potential bidders MUST register at FedBizOpps www.fedbizopps.gov in order to receive notifications and/or changes to the solicitation. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information. The Interested Vendors List (IVL) will be activated and may be accessed and printed from the FedBizOpps website.
