Description
This sources sought is a request for information (RFI) to determine if there are sources capable of satisfying the governments requirement. No proposals are being requested or accepted under this RFI. The information contained in this sources sought notification is based on the best and most current information available to date, is subject to change and is not binding on the Government. Any significant changes will be provided in a subsequent synopsis. The Defense Security Cooperation Agency (DSCA) is seeking potential sources capable of providing information technology (IT) services in support of an existing web-based budgeting application. The Foreign Military Financing (FMF) and International Military Education and Training (IMET) Budget Web Tool is a zero foot print web-based application that automates the preparation and submission of over 250 FMF and IMET budgets annually from approximately 260 active users within the Department of Defense and Department of State. It provides an on-line repository of tiered budgetary data in a dynamic, transaction-oriented application with a robust back end database and reporting center. The general IT services required are for database management; software development and maintenance; and web hosting of the application. In particular, the services include, but are not limited to: software coding, testing, troubleshooting, configuration/quality assurance management, documentation (administrative, technical, and user), database management, report development, project management, and web hosting. The current tool has roughly 50,000 Lines of C# code, whose complexity is derived in the number of "thought points" that the code expresses. The tool implements roughly 225 different use cases, where each individual can be traced to a unique requirement. These 225 requirements are grouped into roughly 25 different areas of application development. The large number of requirements, in addition to the advanced application architecture, makes the code base complex. The application currently uses the following set of software/languages: Microsoft SQL Server 2005, Microsoft Office, Windows Server 2003 (IIS, DNS, Active Directory, SMTP Virtual Server, and Group Policy), Microsoft Visual SourceSafe, Microsoft Remote Desktop, Microsoft.NET 3.5 Framework, Microsoft.NET Web Services Enhancement 3.0, XML Web Services, JavaScript, Ajax, HTML/DHTML, ASP.NET, ASP/VBS, T-SQL, C#, XML, SOAP, XSL, and Cognos BI 8.0. The application is currently hosted in a data center utilizing ITIL processes and is subject to periodic internal audits and 3 rd party BITS assessments. The application operates in a VM Ware load-balanced web farm using multiple processors and a clustered SQL Server database environment both with an automatic failover configuration providing 24/7 support including full MS SQL Server database administration and scheduled data backup services. The data center operates using DS3 connections. The tool is DoD Information Assurance certified and accredited. The anticipated North American Industry Classification Systems Codes (NAICS) for this requirement is 541511. The business size standard is $25.0M average annual receipts. Your response should identify your business size (large or small) in relation to this NAICS code. In addition, to assist in the acquisition strategy development, please provide the following information: 1) A list of customers (Government/non-Government) within the past 5 years where similar services were provided. Include the contract numbers, contract type, dollar value of the procurement, length of contract, customer point of contact/physical and email addresses/phone numbers, and a brief description of the work performed. 2) Outline current and/or past performance that demonstrates your: a. Experience in using the software, languages, and database management skills utilized for the FMF/IMET Budget Web Tool on projects of a similar size and complexity. b. Experience in using Cognos BI 8.0 to include metadata modeling and building customized, sophisticated, and complex reports. c. Experience in providing similar web hosting services currently utilized for the FMF/IMET Budget Web Tool. d. Experience in understanding, assessing, and applying DoD Information Assurance standards for web-based tools that are, at a minimum, MAC III Sensitive. Responses are limited to 30 pages. The government reserves the right to conduct oral capabilities demonstrations that may be scheduled at a later date.
