- The U.S. Army Contracting Command, Joint Munitions and Lethality ContractingCenter, Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey to identify potential sources that meet the following requirements: The contractor should be familiar with the business practices and networking environment of the U.S. Army, TACOM-ARDEC, Picatinny Arsenal, must maintain Level II and III certification as follows, (Network Manager Security Course, #7E-F67/531-F22, HQ USASC&FG, Fort Gordon, GA; Systems Administrator Security Course #7E-F66/531-F21, HQ USASC&FG, Fort Gordon, GA.) and maintain a SECRET level clearance. Contractor personnel shall have the appropriate level of investigation and/or security clearance for each site. The contractor will observe and comply with all security provisions in effect at each selected site. Work associated with this contract effort will be classified SECRET. Only U.S. Citizens are authorized to work on this contract. Contractor shall have comprehensive knowledge and understanding and experience with the following: National, DOD and DA regulatory policies relating to Information Assurance (IA), DoD Information Technology Security Certification and Accreditation Process (DIACAP) to include FISMA and HIPAA requirement, C&A status tracking in APMS for annual FISMA reporting, Army Best Business Practices (BBP's), Army's Agent of the Certification Authority (ACA) and Army Information Assurance Vulnerability Management (IAVM) process as they relate to the Army's systems, NIST IA control compliance requirements, Defense Information Systems Agency (DISA) Security Technical Implementation Guides (STIGs), DoD Directive 8500.1 Information Assurance, DoD Instruction 8500.2 Information Assurance Implementation, DoDI 8510.01 DoD Information Assurance Certification and Accreditation Process (DIACAP) Army Regulation AR 25-2, Joint DoD Intelligence Information System (DoDIIS)/Cryptologic Sensitive Compartmented Information Systems Security Standards (JDCSISSS), National Security Agency (NSA) Information security, experienced with general network architectural knowledge, LANS/WANS. Should understand network, architectures, Operating systems, web-based systems, application-level concepts, and network protocols, commercial off-the-shelf security products, Public Key Infrastructure and data encryption, Protect Services (Firewall, IDS/IPS, AV, installation and management), SCCVI, SCRI and Gold Disk, AGM, IAVM, VMS and AV&TAR, Web Portal design, administration and maintenance to include an understanding of DoD Web Site Administration Polices and Procedures, and Change/Configuration Management with implementation of IT Infrastructure Library (ITIL). Additional experience in IA to include Database applications; Hypertext Markup Language (HTML), JAVA; WEB applications development; Network engineering, configuration and security; Vulnerability Management, Multi-Level Secure environments, Cross Domain Solutions (CDS) experience, Windows, MS Office, and a thorough understanding of Incident Management and Response process to include the after-action analysis of all site events (incident/intrusion, outage, degradation, etc.) affecting the site's operations and help document the results as technical reports and/or briefings. This market survey is for information and planning purposes only, does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U.S. Government. The Government implies no intention or opportunity to acquire funding to support current or future development efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. Interested parties are requested to provide the following information; your organization, name/address/point of contact, and all pertinent information and documentation to reflect your compliance with the requirements stated above, and whether or not the company is a small or large business.
