- RECOVERY: Troy Lock Lighting Renovations Project THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS ONLY TO DETERMINE THE AVAILABILITY OF POTENTIAL SMALL BUSINESS CATEGORIES, FOR POTENTIAL SET-ASIDES. NO AWARDS WILL BE MADE FROM THIS SOURCES SOUGHT. NO SOLICITATION IS AVAILABLE AT THIS TIME. THEREFORE, DO NOT REQUEST A COPY OF A SOLICITATION. ALL RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR A FUTURE ACQUISITION. The U. S. Army Corps of Engineers (USACE), New York District is performing a survey to determine if there are qualified and interested SMALL BUSINESSES to perform construction services for the following effort, with a cost range of between $100,000 and $500,000: The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bids (IFB) to award a contract for the Troy Lock Lighting Renovations project. The work involves removing existing exterior lighting fixtures, poles, and bases; providing and installing new fixtures mounted on raising/lowering assemblies to include installation of poles, bases, conduit, wiring, and appurtenances; providing LED traffic control signals; concrete work associated with construction of concrete bases; and resurfacing a concrete pad. Removal of existing fixtures and poles located on the west lock wall and guidewalls may require use of a floating plant. All work must be competed prior to the start of the May 1, 2010 navigation season. The estimated period of performance for the effort listed above is 217 days. This Sources Sought is to gain knowledge of interest, capabilities, and qualifications of various members of the Small Business (SB) community, to include: 1.Historically Underutilized Business Zone (HUBZone) small business 2.Section 8(a) program firms registered with NY, NJ, and PA SBA offices 3.Service-Disabled Veteran-Owned Small Business (SDVOSB) The NAICS Code is 238210 (Electrical Contractors and Other Wiring Installation Contractors); all Small Business under the size standard of $14,000,000 average annual receipts for the preceding three (3) years. Interested firms and Small Business, HUBZone, 8(a), and SDVOSB concerns must submit the following information: a.A statement that your firm is a Small Business, HUBZone, SBA-certified 8(a), or Service-Disabled Veteran-Owned Small Business (SDVOSB) b.A positive statement of your intention to submit a bid for this solicitation c.Examples of past experience on projects for the Department of Defense, State, Local agencies, or private entities that are similar in scope and magnitude. Provide description, dollar value, and government activity (i.e., West Point, City of New York, etc.). Do not include experiences performed earlier than calendar year 2004. Limit your examples to a maximum of 20 pages. d.Letter from bonding agent stating bonding capability in the range of $100,000 to $500,000 All interested firms MUST provide qualification statements and show written evidence from a surety or a bank guaranty from a bank that they have or can obtain bonding ranging from $100,000 to $500,000 within 10 days after receipt of signed contract. The deadline to respond to this survey is close of business on 29 July 2009. Failure to submit all information requested will result in a contactor as not having responded in this solicitation.
