- NAICS Code: 541620 The U.S. Environmental Protection Agency (EPA) Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Protection Partnerships Division (CPPD), State & Local Branch (SLB) intends to award a sole source fixed-price purchase order under theauthority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to the Northeast Energy Efficiency Partnerships (NEEP). This purchase is for services related to the development of an Energy Efficiency report, which details the issues and Best Practices for the Northeast and Mid-Atlantic states. Tasks outlined in the Statement of Work (SOW) will help identify an understanding of the data needs involved in reporting energy efficiency savings in a manner that advances state & regional environmental policies and energy planning objectives; and will help identify and document current approaches and best practices for conducting energy efficiency reporting.NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. It has been determined that NEEP is uniquely qualified to perform this service, as they have established and managed the "Evaluation, Measurement, and Verification Forum," which works in partnership with stakeholders in the Northeast and Mid-Atlantic regions to develop consistent evaluation methods, assumptions and guidelines for including energy efficiency and other demand resources in a range of energy and environmental policies. No other organization has been identified who is working to link evaluation and reporting to overall goals for clean energy, or have a similar network to engage in the development of the key deliverables in this SOW. In addition, NEEP has more than a decade of experience working to increase the market availability and adoption of energy efficiency practices and technologies in the northeast states; and they have a national presence on efficiency issues established through successful analytic, facilitation and outreach efforts. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received within ten (10) calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government. All questions should be directed to Sharron K.
