- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W912EF-09-R-0045. The Walla Walla District, Corps of Engineers plans to satisfy a portion of our mandated cultural resources compliance responsibilities under the National Historic Preservation Act of 1966 and related historic preservation requirements in the Archaeological Resources Protection Act., by implementing a site monitoring program to gather information useful in assessing the condition of cultural properties located within the Palouse Canyon Archaeological District and other lands on Lower Monumental Project. The work will include monitoring and documenting erosion and depositional processes occurring at selected sites, reporting on physical dynamics involved in these processes. The Contractor will be required to establish a record/baseline of site conditions (for monitored sites) that can serve as a cultural resources management tool. This baseline will provide information to quantify future changes in sediment loss, topographic change, vegetation change including species and coverage, human and animal trampling, soil disturbance, and vandalism. Monitoring will also determine if looting, vandalism, and burial desecration is occurring at monitored sites and that proper authorities are notified. The Contractor will document the variation and diversity of potential impacts and causal factors at the sites and recommend treatment of monitored sites. The principal investigator involved in fieldwork and report preparation for the tasks, shall meet the Secretary of the Interiors Standards for Professional Qualifications (36CFR61.8 Appendix A). The Contractor shall use the Washington State Historic Preservation Office guidance in conducting and reporting this work. ADMIN INFO: This contract is for a base year with 4 optional years. The North American Industry Classification System (NAICS) code is 712120. Solicitation is Set-Aside for Hubzone. For reporting purposes, the size standard for small business concerns under the NAICS is $7,000,000.00.
