- PROGRAM DESCRIPTION: The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement for a CH-47F New Equipment Training (NET) ground training services. The CH-47F helicopter is currently being fielded to U.S. Army aviation units stationed in CONUS and OCONUS. The fielding requires on-site ground instruction to qualify current CH-47 pilots, non-rated crew members, mechanics and technicians, and flight simulator operators/maintainers in the CH-47F model aircraft. Tentative fielding sites are Ft. Drum, NY; Katterbach, FRG; Hunter AAF, GA; and Ft. Riley, KS. Aviation units returning from current operations are operating within the Armys Force Generation Model (ARFORGEN) timelines and accelerated aircraft fieldings are necessary to return the Armys cargo fleet back to operational status as quickly as possible. CH-47 units are currently operating on 12 month deployment cycles. NET training will be accomplished to published Army maintenance manuals and inspection criteria. The offeror shall provide services to meet PM Cargos NET training requirements. PM Cargo requires the creation, presentation and update of U.S. Army Training and Doctrine Command (TRADOC) validated CH-47F NET courses for operator and maintainer target audiences. Training analysis is required to identify and refine new training requirements. Training products, to include training courseware, training aids, equipment, materials, and services, must be produced and delivered to support presentation of CH-47F New Equipment Training (NET) at unit fielding locations. Additionally, frequent aircraft configuration changes shall require updates to training products to match aircraft configuration as they occur. The offeror shall also provide CH-47F academic instruction to the following target audiences: CH-47F Pilots CH-47F Instructor Pilots CH-47F Maintenance Pilots CH-47F MOS 151 Aviation Technical Warrant Officers CH-47F MOS 15F Aircraft Electricians CH-47F MOS 15K Aviation Shops Supervisors CH-47N MOS 15N Avionic Mechanics CH-47F MOS 15U Non-rated Crew members (NCM) CH-47F MOS 15U Technical Inspectors CH-47F MOS 15U Cargo Helicopter Repairers CH-47F Transportable Flight Proficiency Simulator (TFPS) Operators CH-47F Transportable Flight Proficiency Simulator (TFPS) Maintainers A portion of the CH-47F academic courses of instruction are scheduled to be conducted in the Republic of Honduras and the Republic of South Korea. When and if travel to Korea is required to support the NETT effort. Travel will be conducted IAW the SOFA Clause of USFK Regulation 170-19, The Invited Contractor and Technical Representative Program. The offeror shall acquire, transport, install and conduct the academic instruction in mobile electronic classrooms. The offeror shall manage CH-47F Transportable Flight Proficiency Simulator (TFPS) operator/maintenance operations and provide full time TFPS qualified operators/maintainers at each CH-47F NET location to sustain TFPS operational availability. ACQUISITION APPROACH: The Government anticipates that the CH47F NET requirement will be fulfilled via a Firm Fixed Price (FFP) contract under the authority of Far Part 15. The Government intends to make the award on a Best Value basis. The contract will contain Cost line items for travel in support of the training requirement(s) and other direct costs (ODC) for applicable Contract Data Requierments Lists (CDRLs). QUANTITIES/PERIOD OF PERFOMRANCE: The period of performance will be for no more than four years; one year base period with options for three additional one year options. RESPONSES REQUESTED: Capabilities statements shall not exceed three (3) pages and should outline the Contractors ability to provide Program Management of this requirement. Additionally, a resume not to exceed two (2) pages for each instructor shall be provided. Resumes shall reflect diplomas, certificates, and military records necessary to meet the requirements. Additionally, resumes shall discuss when the instructors completed and passed the CH-47F transition course, or how they acquired the requisite CH-47F systems knowledge.
