Description
This Request for Information (RFI) announcement is for information and planning purposes only and it is not to be construed as a commitment by the Government. The information provided may be used by the Army in developing its acquisition strategy and statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to this RFI. The information received will not obligate the Government in any manner nor will the Government reimburse contractors for any costs associated with submittal of the requested information or attendance at the Industry Day. This request does not constitute an Invitation for Bid or a Request for Proposal. CECOM Contracting Center on behalf of Program Director Aircraft Survivability Equipment is seeking interested sources to provide information and comments on the Draft System Performance Specification, Draft Interface Control Document (ICD), and Draft Program Schedule for the Common Infrared Countermeasure (CIRCM) system. Background/Objective: The CIRCM capability will be a laser based IR countermeasures solution against current and future IR threat systems for the US Army rotorcraft & fixed wing platforms and US Navy and US Air Force rotorcraft platforms. The proposed CIRCM system solution shall interface directly with the AAR-57 Common Missile Warning System and utilize a Modular Open Systems Approach (MOSA) to enable interface with future Missile Warning Systems (MWS). Systems developed under the CIRCM program shall be installed on rotary and fixed wing aircraft to provide near spherical coverage when installed on rotorcraft platforms by detecting the launch and flight of Surface-to-Air Missiles (SAMs) and providing audible and visual warnings to the aircrew. The proposed IRCM system solution shall be required to meet or exceed the System Performance Specification for the Common Infrared Countermeasure (CIRCM). The CIRCM must implement Modular Open System Approach (MOSA) principles to promote compatibility with all Services Aircraft Survivability components and future technology upgrades. All comments shall be submitted using the supplied CIRCM RFI Comment Form. Performance comments should be related to proposed improvements and/or clarifications to the Draft System Performance Specification that will facilitate a more efficient CIRCM procurement. Interface Control comments should address the technical approaches contained in the CIRCM ICD associated with the interfaces and the open systems approach needed to satisfy the MOSA principles. CIRCM schedule comments should be related to the vendors ability to meet milestones in the Program Schedule and to provide recommendations where the schedule could be adjusted. Data Access and Submission Requirements: Respondents should identify their company's name, address, CAGE Code, security point of contact, classified fax number, and whether they are a large or small business. Proprietary information should be clearly marked and all classified information must be properly marked and will be handled in accordance with proper security procedures. Security Classification Guidance should be directed to PD ASE, Mr. Ed Jernigan at (256) 842-7850, edward.jernigan@us.army.mil. Unclassified data: The unclassified portions of the performance specification, ICD, and program schedule are posted on the CECOM Life Cycle Management Command Interactive Business Opportunities Page (IBOP) under the cabinet entitled Market Research, sub folder CECOM CIRCM Program. Interested sources should request access to the IBOP web page at, https://abop.monmouth.army.mil. Help with the IBOP site can be obtained from the web site or by calling (732) 427-1663. Interested Vendors shall post all unclassified submissions on the CECOM Life Cycle Management Command Interactive Business Opportunities Page (IBOP) under Market Research, sub folder CECOM CIRCM Program. All comments shall be submitted using the supplied CIRCM RFI Comment Form utilizing Microsoft Office 2003 suite software or a compatible electronic format. Comments are requested by 4 August 2009. Classified data: Classified data access is a requirement to view and handle classified data and all interested sources must be cleared for access to classified data. Classified information will be provided to interested parties via secure fax or mail. Interested sources must provide their street address, CAGE Code, classified fax number, and facility security managers contact information in order to receive classified data. The government will verify facility clearance and proper safeguarding procedures for each respondent prior to sending classified information. DA Form 3964, Classified Document Accountability Record will be utilized to track all classified information sent to vendors. Upon receipt of classified information, vendors must return DA Form 3964 to the PD ASE security manager, Mr. Ed Jernigan at fax number (256) 842-7905, to acknowledge receipt of the classified information. Vendors will be allowed to keep classified information until 31 December 2009 at which time they must use DA Form 3964 to certify destruction of all classified material provided by the government. Submission of all classified comments and questions to the government may be made via SIPRNET to Gregory.Johnson@us.army.smil.mil or secure fax at (256) 313-0805. Prior to sending a classified fax, vendors must call (256) 313-2066 in order to arrange for a secure connection. Interested sources shall provide written comments and questions regarding the Draft System Performance Specification, Draft Interface Control Document, and Draft Program Schedule as detailed above by close of business on 4 August 2009. After Government review of the submissions, respondents will be invited to an Industry Day hosted by the USG 19-20 August to address comments and questions and begin discussions on the MOSA concepts. One day will be devoted to discussing the principles of MOSA and providing an introduction to the utilization and population of the Key Open Sub-Systems (KOSS) tool.
