Description
NOTICE OF INTENT TO AWARD SOLE SOURCE PROCUREMENT The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement for a follow-on contract for the CH-47F New Equipment Training (NET) services. The CH-47F helicopter is currently being fielded to U.S. Army aviation units stationed in CONUS. The fielding requires on-site flight instruction to qualify current CH-47 pilots in the CH-47F model, non-rated crew member instruction to include aircraft maintenance and flight records, rated crew member instruction, aircraft operations in accordance to TRADOC Circular 1-240, Aircrew Training Manual, Cargo Helicopter, CH-47D/F, and safety. Aviation units returning from current operations are operating within the Armys Force Generation Model (ARFORGEN) timelines and accelerated aircraft fieldings are necessary to return the Armys cargo fleet back to operational status as quickly as possible. CH-47 units are currently operating on 12 month deployment cycles. Delaying aircraft fielding due to a gap in available services is unacceptable and will cause adverse personnel and unit strife. NET training will be accomplished to published Army flight training and evaluation standards. The Government intends to pursue a sole source award to System Studies and Simulation, Inc., under the authority of FAR 6.302-1. The period of performance for this contract is: Contract Base Period: 7 November 2009 to 6 November 2010 Contract Option 1 Period: 7 November 2010 to 6 November 2011 Contract Option 2 Period: 7 November 2011 to 6 November2012 Contract Option 2 Period: 7 November 2012 to 31 July 2013 This notice is provided to verify that no other sources can meet this requirement. Companies that currently do not have CH-47F qualified and current instructors in their employ, need not respond to this announcement.
