Description
RECOVERY - HANDHELD INFRARED CAMERAS AND ACCESSORIES The Department of the Interior, U.S. Geological Survey (USGS), has a requirement for one handheld infrared camera with software, one wide-angle 45(+/-7) dg lens, and one narrow-angle 12 (+/- 3) dg lens for delivery to the Hawaii Volcano Observatory, Hawaii National Park, HI. The minimum required specifications for the camera is as follows: temperature calibrated, digital radiometric output, 640 x 480 detector array, uncooled microbolometer, longwave IR, ~7.5-14 microns, temperature range: down to 0 Celsius or lower, and up to at least 1200 Celsius, 18 x 24 (+/- 3) degree lens, internal image saving to removable media card, full radiometric output (at least 30 frames per second) via connection to PC, with duration limited only by storage capacity of PC, hand-portable form factor - i.e. LCD viewfinder, handstrap, neckstrap (roughly similar size/shape to standard camcorder), built in visual camera, field of view coregistered with thermal camera, weight: <5 lb total (including battery), battery powered: min. 2 hour rechargeable field-replaceable battery, <70 mK sensitivity (NE delta T), IP54 encapsulation, complementary software specifications with the following: ability to interface with camera to enable/control high frame rate radiometric data acquisition (up to 30 fps), ability to make spot/line/area temperature measurements in collected images, ability to make time series spot/line/area measurements of temperatures in sequence of collected images. Requirement should also include two extra batteries and two extra lense caps. The Government anticipates award of a commercial, Firm-Fixed Price type contract. The procurement required delivery date is anticipated to be 30 days after award of the contract. The solicitation and any documents related to this procurement will be available on the internet on or about 3 Aug 2009. A formal solicitation is not available for release at this time. This requirement is being issued as an unrestricted opportunity. The applicable North American Industry Classification System (NAICS) code is 334511 and the size standard is 750 employees. There is no incumbent contractor. Full funding for requirements to be completed by resultant contract award(s) may utilize funds provided by the Act. Inclusion of unique provisions required to implement the Act, including those for significant reporting and transparency requirements by the successful offeror(s), will be required in any resultant contract.
