- THIS NOTICE IS FOR INFORMATION ONLY – The Health Resources and Services Administration (HRSA) intends to negotiate on a SOLE SOURCE basis with Massachusetts General Hospital, Department of Neurology, 55 Fruit Street, Boston, MA 02144. The purpose of this procurement is to provide a comprehensive assessment of the extent to which telemedicine services are being provided to treat stroke and Traumatic Brain Injury (TBI) in the United States, the barriers to deployment of these services, and the successes achieved to date. The Contractor shall review and analyze printed literature and the Internet for Telehealth services available for stroke and TBI programs, and conduct limited structured interviews over the telephone to clarify issues identified. This procurement shall be processed in accordance with the Federal Acquisition Regulations Part 13, Simplified Acquisitions. The period of performance for this project is twenty-four weeks. In accordance with FAR 13.106-1, a Justification for Other than Full and Open Competition is on file. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all capability statements or proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
