Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-33. This announcement constitutes the only 100% total small business set aside solicitation and a written solicitation will not be issued. This synopsis, NAICS code 541990, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Award will be made to the party whose quote offers the best value to the Government, technical, price, and other factors considered. The Government may award this contract to other than the lowest price technically acceptable quote. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor described to "Meet or Exceed the Requirement," 2) Past Performance and 3) Price. Technical Capability and Past Performance, when combined, are significantly more important than price. This solicitation is issued as a Request for Quote (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for pipette calibration services. General Duties/Description of Work: The supplier will test 275 (more or less) single channel pipettes (each having a maximum capacity between 5mL and 20 uL) for accuracy of dispensing volume at their high, medium, and low volume settings to determine if they conform to the various manufacturer’s specifications for accuracy, supply documentation of five “as found” results at each of the three settings, provide statistics (Mean, Standard Deviation, CV%, Inaccuracy) for the five determinations at the three volumes tested, provide a Pass/Fail determination of performance “as found;” calibrate any pipettes found to be outside of the acceptable ranges (found to Fail), and, as needed, clean parts, replace seals, and adjust the pipettes to perform within the acceptable ranges and supply documentation of five “as calibrated” determination test results for each of three volumes representing high, medium, and low volume settings with the same statistics (as stated above for the “as found” determinations) and provide a certified Pass result. Any additional needed parts beyond seals will be at additional cost. The supplier will test 30 (more or less) multi-channel (8 or 12 channel) pipettes for five determinations at each of three volumes at their high, medium, and low volume settings to determine if they conform to the various manufacturer’s specifications for accuracy, supply documentation of five “as found” results at each of the three settings, provide statistics (Mean, Standard Deviation, CV%, Inaccuracy) for the five determinations at the three volumes tested, provide a Pass/Fail determination of performance “as found;” calibrate any pipettes found to be outside of the acceptable ranges (found to Fail), and, as needed, clean parts, replace seals, and adjust the pipettes to perform within the acceptable ranges and supply documentation of five “as calibrated” determination test results for each of three volumes representing high, medium, and low volume settings with the same statistics (as stated above for the “as found” determinations) and provide a certified Pass result. Location The work is to be performed at: 8401 Muirkirk Road Laurel, MD 20708 Equipment Use: Contractor will supply all needed equipment with the exception of disposable pipette tips and will provide information on serial number, last calibration date, and next calibration due date for necessary equipment. Period of Performance Please submit separate quotes for the following base year and four option years: Base Year: 08/17/2009 – 08/16/2010 Option Year 1: 08/17/2010 – 08/16/2011 Option Year 2: 08/17/2011 – 08/16/2012 Option Year 3: 08/17/2012 – 08/16/2013 Option Year 4: 08/17/2013 – 08/16/2014 CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. You will need your Dun & Bradstreet number and banking information.
