Description
Only those contractors certified by the Small Business Administration (SBA) as HUBZone businesses are eligible to offer on this project. SBA’s process for becoming a certified HUBZone contractor may take several months. Merely having an application in to SBA does not qualify a contractor to submit an offer. HUBZone status is listed by SBA in each contractor’s Central Contractor Registration profile. Certified companies are also listed in the SBA’s HUBZone database. This project consists of one base item and three option items. Options will be exercised at the government's discretion, in no particular order. The base portion of the project represents reconstruction on the Stateline Lookout Trail. Options A pertains to the Stateline Lookout Trail and consists of pulverizing the existing asphalt pavement in place and using it as a base for the new asphalt 3” thick concrete pavement. Option B consists of saw cutting and asphalt patching existing bike paths around the basin. This work will be located on the Pope/Baldwin Bicycle trail near King's Beach, CA, and the Stateline Lookout trail near South Lake Tahoe, CA. Option C consists of constructing a native surface universally accessible trail at Martis Peak. This work will consist of constructing new accessible (60” tread) trail with average grades of 5% and 2% outslope. Construction includes laying compacted aggregate, earthwork, construction staking, coir log installation, clearing and grubbing, tree protection, and tree removal. Existing side slopes range from 5% to 25% in rocky terrain. Base plan is approximately 1,897 LF, Option (A) is approximately 1,897 LF, Option (B) is approximately 1,897 LF, and Option (C) is approximately 1,900 LF. All the trails will be constructed to incorporate sheet flow drainage with surface protrusions less than 3/8” and a compact surface to support wheeled access with deformation of less than 3/8”. The cost of this project is estimated to be between $100,000 and $250,000. Performance and payment bonds will be required. This project is located on the north shore of Lake Tahoe near Kings Beach community on National Forest System Lands. The proposed trail Martis Peak is located on Forest Service Road 18E12 and Stateline Lookout is located on Forest Service Road 18E15. A Lake Tahoe Basin Management Unit official map may be purchased by calling, 530-543-2600. The solicitation will be uploaded approximately August 7, 2009. Bid closing date is approximately September 8, 2009. See the solicitation for the exact closing date. The starting date is approximately September 28, 2009, for an estimated 60 days.
