- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is open to Large and Small business; the associated NAICS code is 324121 and the small business size standard is 500 employees The Product and Service Code is 5680. The government will award a firm-fixed-price (FFP) contract resulting from the solicitation to the responsible offeror whose offer, conforming to the solicitation, presents the lowest price. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. The government may elect to award without discussions. It is expected that the contract for the purchase of G1 Asphalt Hot Mix will be awarded on or about August 14, 2009. REQUIREMENTS: Badlands National Park, Interior, South Dakota, has a requirement for the purchase of approximately 310 TONS of G1 Asphalt Hot Mix (Quantities will be adjusted based on value received.) The Park will notify the Contractor 24 hours before each requirement for an order and will pick up with a Government truck as needed over a 3-5 day period. Successful bidder must have a plant within a 100 mile radius of Badlands National Park. It is anticipated that the Park Service will pick the Asphalt up starting on or about August 20, 2009 through August 28, 2009. The exact dates will be coordinated with the selected vendor and Park staff prior to commencement. PROJECT REQUIREMENTSThe physical characteristics and quality of aggregates for asphalt concrete shall conform to thespecifications for the particular material required by the contract. The aggregate shall not contain clay balls or organic debris and the particles shall be free from coating with clay or dust which prevents thorough coating with asphalt. SPECIFIC REQUIREMENTSA. AGGREGATES FOR ASPHALT CONCRETEA. Tolerance of 3% in the amount passing the maximum size screen will be permitted providingall material passes a screen having 1/4 inch (6.3 mm) larger openings. Manufactured fines shall be manufactured solely from material retained on the inch(19mm) sieve, unless the aggregate material is produced from a ledge rock source. B. Classes D, E, and G:1. Filler for mineral aggregate shall consist of fine inert silt or stone dust, which is essentially free from lumps. The material shall be fine enough, that when pulverized for testing, that 90percent by dry weight will pass a No. 40 (425 ?m) sieve and 60 percent by dry weight willpass a No. 200 (75 ?m) sieve. The linear shrinkage shall not exceed four percent and theplasticity index shall not exceed six. The material shall be such that not more than 25 percentby volume will separate from asphalt in the presence of water. During production the fillershall be screened over a screen of a size corresponding to the maximum size of the mineralaggregate. A larger size screen may be permitted or a smaller size required, if necessary, tofacilitate production or to remove objectionable material. Lumps shall be pulverized prior toblending. 2. Mineral filler for mineral aggregate shall consist of finely ground particles of stone, fly-ash, orPortland Cement. It shall be thoroughly dry and free from lumps. It shall meet the followinggradation requirements by dry weight when tested in accordance with AASHTO T 37:Passing a No. 4 (4.75 mm) sieve............. 100%Passing a No. 40 (475 m) sieve............... 90-100%Passing a No. 80 (180 m) sieve............... 85-100%Passing a No. 200 (75 m) sieve................ 65-100% 3. Hydrated lime shall meet the requirements of Section 760.
